ENGINEERING DESIGN SERVICES
FOR THE
CAR WASH FACILITY PROJECT
PROJECT DESCRIPTION
This project consists of design, environmental, permitting and bidding phase services associated with the
construction of a car wash facility at the Florida Keys Marathon Airport (AIRPORT). The project will consist of the
construction of a building measuring approximately 80' x 30' that will be utilized by the airport's rental car
companies to provide light service activities for their on- airport rental car fleets (see attached conceptual layout).
The car wash will also be utilized by the Monroe County Department of Public Works for washing cars, trucks and
vans. The facility is not designed for washing of large, moving - style, rental trucks or construction vehicles.
Additional project considerations will include:
➢ The wash facility will be located on an approximately 0.5 -acre parcel currently utilized by the rental
agencies.
➢ An existing washing structure will be removed.
➢ The building will include four wash bays and a mechanical space to house wash equipment, the facility
electrical service, and a single occupancy toilet room.
➢ The site will not be enclosed with a security fence.
➢ Wash activities will be permission -based with time -out features.
➢ On site lighting will be provided to illuminate the site as requested by AIRPORT.
➢ Utilities will be extended to service the site. Water and electrical will be served from US -1. Sanitary sewer
will connect to a County -Owned pump station on the adjacent airport parcel (FedEx).
Design efforts will include the implementation of a Geotechnical Investigation Program to evaluate the existing
soils, presence of groundwater, and the ability of the existing soils to support the anticipated design loads.
It is anticipated that the entire site will be available to the contractor for construction, therefore a minimal amount of
maintenance and protection of traffic will be required, with control of the access and egress points being required to
be addressed. The construction site is not located on the airfield and can be barricaded from public -side traffic.

SCOPE OF WORK
The CONSULTANT (McFarland- Johnson, Inc.) shall provide the following professional services under this
contract as related to the above described project including the preparation of a topographic survey, subsurface
investigation, preliminary and final design, specifications, assistance in bidding, and opinion of probable
construction cost.
The project will be completed by the SPONSOR (MONROE COUNTY), with funding provided through a Florida
Department of Transportation Aviation Grant (80 %) and Monroe County Public Works (20 %). The existing car
rental companies, Enterprise, and Avis/Budget, as well as Monroe County Public Works will be included in the
discussions related to programming of space for the new facility, however the SPONSOR shall be responsible for
the final decisions in regards to programming, costs, and plan details.
1. ADMINISTRATION/PROJECT MANAGEMENT
The following items of work shall be accomplished on behalf of the SPONSOR under the category of
Administration/Project Management:
A. Telephone Conferences and meetings with the rental car companies to review their programming
and design standards.
B. The coordination with the AIRPORT Operations and the Utility Company personnel regarding
owned and/or operated facilities that may be impacted by the project.
C. Procurement of special services such as topographical survey and mapping, and subsurface
investigations, architectural design services, and structural design services necessary for completion
of the work to be done under this contract. This includes the preparation of the necessary
subcontract documents, negotiation, and/or bid solicitation and award.
D. Submission of construction documents to SPONSOR for a code review, allowing the contractor
to obtain a building permit.
E. Attend up to six (6) meetings with the SPONSOR, car rental agency representatives, and
Monroe County Public Works representatives to facilitate coordination and project reviews.
2. CONCEPTUAL DESIGN /SCOPING
A. Conduct a pre - design meeting/conference call with the SPONSOR's representatives, the funding
agency and other appropriate agencies such as the Monroe County Department of Public Works.
B. Develop two alternative concepts including; site layout/location, floor plans, elevations and order
of magnitude cost estimates. The two concepts will be reviewed with Airport management and a
preferred concept selected for design.

C. Engineer will develop a proposed plan for the site for submission to Monroe County Building
Department for review by a County Planner. A meeting will take place with the County Planner to
determine the level of site plan approval required by the County.
D. Complete an investigation to gather the necessary data for design of project. The investigation will
consist of a review of the existing data such as survey information, geotechnical data, as-built
utility drawings and other existing data, as it is readily available.
E. A sub - consultant to CONSULTANT will conduct a topographic and boundary field survey of the
proposed project's property. The field work will include survey documentation of project features
including pavement edges, drainage features, lighting, signage and grading within the project limits
as well as boundary survey information and obtaining the Property Record Card from the County.
F. A sub - consultant to CONSULTANT will obtain the necessary soils investigation data, including
borings, as well as field and laboratory testing to identify existing soil conditions and subsurface
characteristics.
G. Develop conceptual site designs of proposed car wash facility site layout including grading and
drainage concepts and construction sequencing. The information to be included will be:
➢ Layout Plan (1 sheet).
➢ Grading Plans & Drainage Plans (1 Sheet).
H. Sub - consultants to CONSULTANT will develop conceptual building plans and elevations
incorporating space and equipment requirements as agreed to at the pre - design meeting, including:
➢ Initial selection of building systems and materials.
➢ Development of approximate dimensions, areas, volumes, and finishes.
➢ Evaluation of load requirements and foundation type.
➢ Conduct initial building and life safety code analysis.
Develop conceptual mechanical plans for the building including:
➢ Exhaust system for toilet room.
➢ Ventilation system for equipment room.
Develop conceptual plumbing plans for the building:
➢ Domestic water service.
➢ Domestic water heater for toilet room.
➢ Car wash equipment layouts provided by the vendor selected for the basis of design
➢ Car wash recycling equipment locations including recycled water collection and pumping,
drain back systems, water softening, water heating, and wastewater outlets.
➢ Water service and booster pump.
K. Develop conceptual electrical plans for the building and site including:
➢ Electric service including meter and transformer.
➢ Panelboard in building
➢ Interior lighting
➢ Site lighting
➢ Power for vehicle wash and recycling equipment.

L. Develop a conceptual phase opinion of probable cost based upon unit costs per square foot. This
estimate will be compared to the SPONSOR's budget to determine if portions of the bid plans
should be presented as alternative or add -on bids in order to bring the project within established
budget.
M. Meet with the Authority Having Jurisdiction (AHJ) to review initial building and life safety code
analysis.
N. Schedule and conduct a meeting with the SPONSOR and other stakeholders to review the
Conceptual Design results.
O. Submit Site Plan Approval Application and Conceptual Plans to the Town for Zoning Board and
Planning Board for preliminary review
3. PRELIMINARY DESIGN (50 %)
A. Based upon the Conceptual Site Plans, the CONSULTANT will prepare a preliminary site layout
depicting the existing conditions, the proposed building, parking lot, and vehicle drive paths. The
preliminary site plan will be submitted to the SPONSOR, rental car agencies, and Monroe County
Public Works for review and approval prior to developing the Final Design documents.
B. Based upon the Conceptual Plans and facility programming requirements the CONSULTANT will
further develop the conceptual building floor plan depicting the building dimensions, sections and
elevations, as well as programmed space for the mechanical and electrical systems, building
structural systems, exterior and interior materials, restrooms, equipment room, car wash bays, other
service areas, and vehicle circulation routing. The preliminary floor plan will be submitted to the
SPONSOR for review and approval prior to completing the final design.
C. Meet with the SPONSOWs representatives, the rental car companies, and other appropriate parties
to finalize the building floor plan and site plan and address any outstanding comments prior to
moving into the final design phase of the project.
D. Prepare preliminary plans and details based upon site plan submission requirements from Monroe
County Building Department. The information to be included will be:

E. Prepare a Stormwater Prevention Plan and submit to Monroe County for review /approval.
F. Prepare preliminary set of specifications (project manual). Construction Specification Institute
(CSI) specifications will be used when possible for the building systems, while FDOT
specifications will be utilized for site work improvements. When special specifications are
required, they will be prepared in the same format as the other technical specifications, and will
be assigned an individual identifier that distinguishes them from the standard specifications.
G. Prepare and submit an Airspace Determination on FAA Form 7460 -1, Notice of Proposed
Construction or Alteration, for FAA review. This will provide the building location and
elevation on the form to verify that the building will not be an obstruction to navigable airspace.
H. Prepare a Preliminary Engineer's Opinion of Probable Costs for each major element in the
project. This estimate will be compared to the SPONSOR's budget to determine if portions of
the bid plans should be presented as alternate or add -on bids in order to bring the project within
the current budget.
I. Submit preliminary plans and specifications to the SPONSOR for review. Building Plans and
Specifications will be provided to the SPONSOR's Code Review Department.
J. Submit Preliminary plans and specifications to Monroe County Building Department for Final site
plan review.
K. Meet with SPONSOR's representatives to discuss review comments.
L. Attend/Present at a County Planning Board meeting to obtain site plan approval for the project, if
required by the County Planners. Requirement of this item will not be determined until Conceptual
Phase is complete.
4. FINAL DESIGN (100 %)
A. Prepare a bid package, incorporating comments received during the preliminary design phase, to
reflect the specific requirements of the SPONSOR. This will include the Notice to Bidders, the
standard contract form, the bidding forms, contractor assurances and questionnaire, the standard
provisions and conditions, and the specifications.
B. The bid set drawings will be stamped and signed by an engineer /architect registered to practice in
the State of Florida.
C. Prepare final quantity take -offs from the various design documents, by type of material or other

specification identifier. An updated opinion of probable construction costs will be generated and
compared with the available budget for the project.
D. Obtain permits, as required, to allow construction of the project. At this time, the anticipated
permits required for this project are as follows:
Site Plan approval from Monroe County for the proposed improvements on the site.
Stormwater Prevention Plan and Operational Phase Pollution Prevention Plan approvals
from Monroe County.
General Permit for Car Wash Systems — Florida DEP Section 62.660 -803.
E. Attend a final project meeting with the SPONSOR's representatives to review the final
construction documents and determine a project bidding schedule.
F. Provide copies of the bid set to the SPONSOR in sufficient quantities as required for distribution to
prospective bidders (25 sets anticipated).
5. BIDDING AND AWARD ASSISTANCE
A. Attend and facilitate a project pre -bid meeting to discuss specific project requirements with
prospective bidders, and answer any questions. Document the meeting proceedings in a formal
set of meeting minutes.
B. Provide responses to questions received from potential bidders through the SPONSOR, and
issue formal contract addendums as required.
C. Prepare and compile bid results, contact the selected contractor, and draft award letters
preliminary to the start of construction. The CONSULTANT will also assist the SPONSOR in
reviewing and forwarding contracts for execution by the selected construction contractor.
Design Assumptions
- The estimated project budget (design and construction) based upon discussions with the
SPONSOR is $625,000.
- Bidding for the project is anticipated to occur in the Winter of 2017/2018.
- Application, review and permit fees will be the responsibility of the SPONSOR.
- Adequate capacity is available in the existing utilities and they are accessible in the
adjacent right -of -ways.
- Car wash water recycling systems will be floor mounted without floor pits.
- An oil /water separator will be provided as part of the wash water recycling system.
- Monroe County Building Codes require that structural foundations extend deeper than the
Florida Building Code standards.
- Rental car representatives will be available in a timely manner for all review meetings.
- This contract provides services only through the bidding and award process. A separate
contract will be executed for the construction phase.
- Preparation of Short Environmental Assessment not included in scope.
- NPDES Industrial Discharge Permit not included in scope.

PROPOSED SCHEDULE OF COMPLETION
The CONSULTANT agrees to complete the work under this phase of the Agreement in a manner satisfactory to the
SPONSOR within 6 months after receiving an executed copy of this contract from the SPONSOR accompanied by
a resolution from its governing body authorizing said execution or within such extended periods as agreed to by the
