ITEM BACKGROUND: On July 16, 2014 the Board approved the recommendation to make
official the name of Rose Key (Item P14). The document was transmitted to the Clerk's Office for
execution; however, it was never processed.

Item P4 Board granted approval to negotiate Contracts for Federal Lobbying services
with Van Scoyoc Associates, Inc. and Becker and Poliakoff, P.A.
Item P6 Board granted approval of First Amendment to Agreement between North Key
Largo Utility Corporation ( NKLUC) and Monroe County which provided funding for water
quality projects. This amendment allows NKLUC to begin design and construction on
designated projects immediately at no additional cost to COUNTY; and date for funding by
County will remain unchanged, subsequent to October 1, 2014.

ITEM BACKGROUND: The United States Board on Geographic Names has requested the Monroe
County Board of County Commissioners to review the proposed official name for a private island
located in the Florida Keys and to recommend whether it should occur. The first issue (Veterans Key)
was brought to the Board of Geographic Names by the owner, who wishes to make official the name
Rose Key in honor of his mother.

As you may know, the U. S. Board on Geographic Names is responsible by law for standardizing geographic names for
use by the departments and agencies of the Federal government. The Board has received a proposal to name a currently
unnamed private island on the northeastern end of Key Largo as Rose Key Because local opinion is very important
to the Board, we would like the opinion of Monroe County concerning this name issue.

Case Summary:
This 6.3 -acre island is one of several small islands located at the northeastern end of Key Largo. It is owned by the
proponent, who wishes to make official the name Rose Key in honor of his mother, Rosa "Rose" Zumpano (1940-
1994). He reports that Mrs. Zumpano raised her children in Miami -Dade County and in Tavernier (on the southwest end
of Key Largo), while her husband worked as a neurosurgeon throughout the Florida Keys. He wishes to honor "Rose's
love for the Florida Keys and [her] respect and love of the environment." He also states that the shape of the island and
the adjacent channel is reminiscent of a rose bud and stem.
According to the proponent, friends and family have been referring to the island as "Rose Key" for five years. He has also
placed a sign on the island calling it "Rose Key." In the proposal, he states that the new name would alleviate confusion
among emergency responders and boaters who might confuse the island with nearby Linderman Key, the name of which
is sometimes used collectively to refer to both the larger and smaller unnamed island.
Former U.S. Secretary of Commerce Carlos Gutierrez has sent a letter to the Monroe County Board of Commissioners in
support of the proposed name.
According to GNIS, there are no nearby features that contain the word "Rose" in their names.
