ITEM BACKGROUND: AMEC will provide full -time CEI and construction administration
services during the construction of the Canal #75 Backfilling project, which is the second project to
be conducted after the initial set of the Canal Restoration Demonstration Projects. It is designed to
eliminate the anoxic deep zones to enhance natural flushing and promote a viable benthic
community which will help to restore the canal waters to Florida Department of Environmental
Protection Dissolved Oxygen standards. The project will entail the placement of approximately
26,000 cubic yards of material to raise bottom from 30 feet to 8 feet. Canal #75 in Rock Harbor
between Ocean Drive and Coral Way is a Poor rated canal and selected utilizing the Canal
Management Master Plan ranking criteria.
PREVIOUS RELEVANT BOCC ACTION:
08/17/16: Approval to advertise on call professional engineering services for the canal restoration
program, including Category A — Canal Master Plan Program Planning Services, Category B —Canal
Infrastructure Engineering Services for Projects and Category C — Environmental Engineering
Services.
11/22/16: Approval of Amendment No. 13 to the contract for Engineering, Design and Permitting
Services of the Demonstration Projects, with AMEC Foster Wheeler Environment and
Infrastructure, Inc. to provide Construction Engineering, Environmental Inspections And
Construction Administration Services in the amount of $88,612, related to Canal #83 muck removal,
backfilling and air curtain project in Key Largo, Monroe County, Florida.
12/14/16: Approval to negotiate on -call contracts with Amec Foster Wheeler, Inc. and Tetra Tech
Inc, the two highest ranked respondents for Category B - canal infrastructure engineering services.

services for the Canal 75 backfilling project in Key Largo, under the on -call contract with Amec
Foster Wheeler, Inc. for Category B canal infrastructure engineering services, which extends
services authorized under Amendment No. 12 under a previous AMEC contract. Remaining funds
are carried over from Amendment No. 12 and no new funds are required.

TASK ORDER #5 FOR CATERGORY B ON CALL PROFESSIONAL
ENGINEERING SERVICES FOR CANAL RESTORATION SERVICES
BETWEEN

AMEC FOSTER WHEELER ENVIRONMENT & INFRASTRUCTURE, INC.
FOR CANAL #75 CONSTRUCTION ENGINEERING INSPECTION AND
ADMINSTRATION SERVICES IN KEY LARGO, MONROE COUNTY, FLORIDA
In accordance with the Continuing Contract for On Call Professional Engineering
Services made and entered on the 15th day of March, 2017 between Monroe County,
hereinafter referred to as the "County" and Amec Foster Wheeler Environment &
Infrastructure, Inc. hereinafter referred to as "Consultant" where design services are
allowed if construction costs do not exceed $2,000,000.
All terms and conditions of the referenced Contract for On Call Professional Engineering
Services apply to the Task Order, unless the Task Order modifies an Article of the
Agreement of which will be specifically referenced in this Task Order and the
modification shall be precisely described.
This Task Order is effective September 20, 2017 and shall expire 60 days after the final
deliverable to the County is submitted.
Article II Scope of Basic Services, Paragraph 2.1.1 is amended as follows:
Task 1: Construction Inspections and Administration
The Consultant will provide construction engineering and environmental site inspections
and construction administration services for the Canal #75 (Between Ocean Drive and
Coral Way) Backfilling Project at 59 Ocean Drive, Key Largo, Florida 33037. Adventure
Environmental Inc. was selected as the construction contractor for the Canal #75
Backfilling Project and provided a 90 day construction schedule for completion. Below
are the services to be provided:
Site Inspections: The Consultant will provide up to seven hours daily site inspections
for the 90 day construction schedule Monday through Friday during field construction
activities and prepare daily work reports showing contractors activities, equipment,
maintenance of traffic and environmental compliance. The environmental compliance
activities include daily turbidity readings outside the turbidity curtains to ensure 0 NTU
exceedances and Threatened & Endangered species monitoring.
Construction Administration —The Consultant will provide consultation and advice to
County regarding the Contractor's performance of the Contract. The Consultant will
liaise with the County, homeowners, and other stakeholders as necessary to administer
the construction contract through the project completion date. The Consultant shall hold
weekly conference call meetings with the County and Contractor to discuss project
status. The Consultant shall be responsible for attending a pre- construction meeting and
submitting permit construction commencement notifications. The Consultant shall
provide final as- builts (provided by the Contractor) certification documentation to the
agencies upon completion. The Consultant shall prepare a detailed report upon

completion of construction outlining the construction activities and information detailing
successful completion of the project.
Article VII, Paragraph 7.1.1 is amended to include the following:

SCOPE OF SERVICES

Amec Foster Wheeler has prepared a cost spreadsheet which provides details of the labor and
expense by task. The total project cost estimate will be performed on a Time and Materials (T &M)
basis not to exceed $ 57,402, unless approved by Monroe County.
