FEMA Consulting Services
This Second Amendment to Agreement ("Amendment") is made and entered into this
3mk day of October, 2017 by and between Monroe County, a political subdivision of the State
of Florida, whose address is 1100 Simonton Street, Key West, Florida, 33040, its successors
and assigns, hereinafter referred to as "COUNTY,' through the Monroe County Board of County
Commissioners ( "BOCC% and Adjusters International, Inc., a foreign profit corporation under
the State of Florida, who_ se principal place of business and mailing address is 126 Business
Park Drive, Utica, NY 13502 its successors and assigns, hereinafter referred to as
"CONTRACTOR" or "CONSULTANT".
WITNESSETH:
WHEREAS, on September 5, 2017, the County entered into an agreement with
CONSULTANT for professional consulting services relating to Hurricane Irma, a declared state
of emergency event ("Agreement"); and
WHEREAS, as per 2 CFR 200.320(f)(2), the public exigency or emergency exception, and
as outlined in FEMA's June 21, 2016 Field Procurement Manual and in accordance with the
extended grace period for implementation of 2 CFR 200, the County continues to need
services of the CONSULTANT during this trying period; and
WHEREAS, paragraph 3.1 of the Agreement specifies that the County may hire
CONSULTANT for additional services if approved by the Board of County Commissioners prior
to provision of the services; and
WHEREAS, the COUNTY has determined that it wishes to enter into a Sheltering and
Temporary Essential Power (STEP) program, whereby the COUNTY will receive funding from
Federal Emergency Management Agency (FEMA) through the State of Florida, Division of
Emergency Management, which will provide funding to allow homeowners to make basic repairs
to their properties, which will allow homeowners to shelter in their homes rather than in
government run shelters or hotels; and
WHEREAS, the STEP program consists of seven (7) tasks, of which Tasks 1 -5 are pre -
construction and Tasks 6 -7 handle, the construction phase; and
WHEREAS, the COUNTY desires to hire a vendor to run Tasks 1 -5, the pre - construction
tasks; and
WHEREAS, CONSULTANT has represented that it has the expertise and resources to
perform Tasks 1 -5, and has agreed to provide the professional services listed in. the Proposal, a
copy of which is attached hereto as Attachment A;
NOW, THEREFORE, in consideration of the mutual, promises, covenants and
agreements stated herein, and for other good and valuable consideration, the sufficiency of
which is hereby acknowledged, COUNTY and CONSULTANT agree as follows:
Section 1. By entering into this Second Amendment, the CONTRACTOR agrees to provide and

Subject: Proposal for STEP Program Management Services
FEMA has authorized with the State of Florida for Monroe County to develop and
implement the Sheltering and Temporary Essential Power (STEP) program. This program
will allow Monroe County residents to shelter in their homes rather than in government
run shelters or hotels which tie up critical resources. This program is used In Presidential
declared disasters in which there is significant destruction of the housing stock. The intent
of the program is to speed recovery of Monroe County residents while returning to
"normal" life quicker. STEP also limits the need for the FEMA Mobile Home Units which
can take months if not years to complete and closeout.
Adjusters International (AI) appreciates the opportunity to present our proposal to provide
program management for the FEMA STEP program. This proposal assumes there will be
500 homes in the Monroe County STEP Program with a total program cap of $10,000,000.
Additional homes will be priced as needed.
Adjusters International will manage the Administrative functions of the Monroe County
STEP program and work with the County's Construction Management Firm which will be
awarded separately. Al will be responsible for Tasks 1 -5 of the Florida- Monroe County
STEP contract, while the CM will manage Tasks 6 -7 including all permitting, identification
of repairs /costs and site inspections, and obtaining of the Rights of Entry.
Tasks & Scope of Work
Task 1 Administration: $75,000
Within 15 days after execution of the State of Florida and Monroe County agreement, Al
shall establish clear procedures for its administration of the STEP program, to include:
• Public outreach
• Site identification

• Procurements
• Permitting
• Licensing requirements
• Rights of entry
Task 2 Public Outreach: $20,000
For the first 30 days following execution of Florida- Monroe agreement, Al with the Monroe
County Public Information Officer shall conduct a public outreach campaign that:
• Highlights the goals of the STEP Program
• Addresses program eligibility
Task 3 ldentification:,$210,000
No later than 30 days after execution of the Florida- Monroe agreement, Al shall identify
structures eligible for the STEP program. As part of the identification process, Al shall:
• Identify the owner of the structure .
• Confirm that the owner has registered with FEMA
• Determine whether the structure is a primary residence for the owner
• Assist the Monroe County STEP Construction Manager obtain a Right of Entry
( °ROE ") for the structure and accompanying property and manage the document
records
• Assist Monroe County STEP Construction Manager conduct an inspection of the
structure
• Record all the eligible repairs needed to transform the structure into an
emergency shelter identified by the Monroe County STEP Construction Manager
• Determine if the eligible repairs needed to transform the structure into an
emergency shelter repairs can be completed for $20,000 or less
• Determine what permits, if any, would be necessary to conduct the emergency
repairs
Additionally, no later than 30 days after execution of Florida- Monroe Agreement, Al shall
submit a list to the Division that lists the following (required by FEMA):
• The number of ROE's obtained;
• The number of properties inspected
• The number of properties withdrawn or determined ineligible upon inspection
Task 4 Statement of Work: $125,000
No later than 15 days after the successful completion of Task #3, and for each structure N
that will be transformed into an emergency shelter, the Al shall prepare a Statement or m
Work that identifies: 0.
Adjusters International
• The actual, eligible repairs that will be conducted
• The total cost of the repairs
The Statement of Work must be signed by the following:
• The owner of the residence
• The contractor responsible for conducting the emergency repairs
• Monroe County official
Task 5 Division Approval: $50,000
No later than 30 days after the successful completion of Task #3, and for each structure
that will be transformed into an emergency shelter, Al shall submit a list to Division that
lists the following:
• Address of the structure
• Name of the structure owner
• Proof that the structure is the owner's primary residence
• Proof of ownership of the structure
• The owner's FEMA registration number
• Confirmation of the obtained and executed Right of Entry from the owner of the
structure
• Confirmation that all necessary permits have been obtained
• Confirmation that all necessary parties signed the Statement of Work
Project Worksheet (PW): $20,000
FEMA- related Services
Adjusters International shall also provide FEMA - related Public Assistance program services
related to the STEP program on a time - and - expense basis. The overall cost of our service
will be based on the number of staff and time required.
