A RESOLUTION BY THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS APPROVING THE AIRPORT
POLICY FOR DISTRIBUTION OF HURRICANE DISASTER
RELIEF GRANT FUNDS AS SET FORTH BY THE
DIRECTOR OF AIRPORTS.
WHEREAS, the Director of Airports learned of the availability of Hurricane Disaster
Relief grant funds for individuals employed at an airport; and
WHEREAS, on October 16, 2017 the Director of Airports submitted a grant application
for Hurricane Disaster Relief grant funds to the AAAE; and
WHEREAS, on October 15, 2017 the Director of Airports learned that the Key West
International Airport had been awarded Hurricane Disaster Relief grant funds by the AAAE ; and
WHEREAS, the grant conditions limit the distribution of the Hurricane Disaster Relief
grant funds to airport employees; and
WHEREAS, each participating airport is responsible for determining the specific rules
for distributing these funds to impacted employees at their airports; and
WHEREAS, the Director of Airports has set forth the specific rules for the distribution
of the grant funds;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT:
Section 1. The board finds that the distribution of Hurricane Disaster Relief grant funds is
not a gift as contemplated in F.S. Section 112.311(6) and does not violate the Monroe County
personnel and procedures manual Code of ethics section 1.05.
Section 1. The rules for the distribution of the grant funds as set forth in attachment A are
hereby approved.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
this 14 day of November 2017.

Dear Spencer,
On behalf of Todd Hauptli, President and CEO of AAAE, and Kevin Burke, President and CEO of
ACI -NA, we are very pleased to announce that we have collected to date $139,000 for the
AAAE /ACI -NA Hurricane Relief Fund to provide assistance to airport employees who suffered
significant or total loss of their personal property (primary homes or vehicles) resulting from the
hurricanes that went through Texas, Florida, Louisiana, Puerto Rico and the U.S. Virgin Islands.
If your airport would like to receive relief funds for your employees, please email no later than
COB Monday, October 16, a formal letter of request on your airport letterhead (from you as the
airport CEO) to both Spencer Dickerson, Senior Executive Vice President for Global Operations at
AAAE (sdlckerson @aaae.org), and Deborah McElroy, Executive Vice President at ACI -
(DMcElroy @aci- na.org), requesting these funds. Please include instructions for us to send the funds
via a bank wire transfer and a contact person at your airport.
Please note that each participating airport is responsible for determining the specific rules for
distributing these funds to impacted employees at their respective airports. The distribution of the
funds to each airport will be based on a percentage of total aircraft operations, per FAA's data base
for CY 2016, for all airports that request these funds.
Our auditors request us to have a full accounting on who received the funds and how much each
employee received, so please make note that we will need this information for our files once you
have distributed your funds.
Our collective thoughts and prayers have been with everyone impacted by these devastating
hurricanes. We do hope these funds will provide some relief to your airport employees and their
families that have been impacted.

Dear Spencer & Deborah:
On behalf of the Monroe County Airport employees that have suffered significant loss as a result of
Hurricane IRMA, I am requesting assistance from the AAAE /ACI -NA Hurricane Relief Fund.
As you know on September 10, 2017 Hurricane IRMA made landfall on Cudjoe Key, Florida as a major
category 4 hurricane. The impacts of IRMA were felt from Key West to Key Largo and beyond,
affecting all of our staff.
The Monroe County Airport department consists of two airports: Key West International Airport and
The Florida Keys Marathon International Airport with a total of 17 employees. Each and every
employee felt the impacts of the storm, with some employees still living in temporary housing
conditions. We are very grateful that AAAE /ACI -NA has established this fund and we are looking
forward to your reply.

percentage of total aircraft operations, per FAA's data base for CY 2016, for all airports that requested these
funds.
