ITEM BACKGROUND: Monroe County is currently recovering from the devastating effects of Hurricane Irma. In the interest of continued recovery, natural and man -made debris impeding the use of public navigable waters are needed to be removed and disposed. The County is working with the State of Florida, its agencies, and its contractors in anticipation of an Agreement outlining the responsibilities for the clean -up of public waters in unincorporated Monroe County, including its canals. The Agreement covers the clean -up of marine debris from the canals in unincorporated Monroe County. The Agreement does not govern the clean -up of federally maintained navigable waterways. Separate clean -up and mitigation efforts are being undertaken under the direction of the United States Coast Guard and United States Army Corps of Engineers. An update on overall marine debris removal activities, marine debris removal from canals, and potential marine debris staging areas will be briefly presented. PREVIOUS RELEVANT BOCC ACTION: 10- 18 -17: A public hearing to declare that an emergency exists in accordance with F.S. 125.66(3) and approval to enact an Ordinance retroactive to September 4, 2017 amending chapter 11- Emergency Management and Emergency Service of the Monroe County Code to amend Sec. 11 -2 to provide for disaster generated debris from canals in order to protect public health and safety.
