Key West International Airport (EYW)
Baggage Conveyor System Upgrade — Design Assessment and Construction
Phase Services
EXISTING CONDITIONS
The baggage conveyor system in Baggage Screening Room #231 requires some upgrades
due to the increases in passenger volume. The current configuration does not'allow for
adequate `stored' bags in the system prior to screening and also requires the manual
handling of checked bags. The intended reconfiguration of the baggage conveyor and
shifting of the screening equipment further downline will alleviate the current
inefficiencies. In addition, the upgraded system will be configured to accommodate
future screening equipment.
G&S Airport Conveyor was the original baggage equipment manufacturer and installer
and has provided design drawings for the required revisions. The original revised layout
has been reviewed and approved by the involved stakeholders and will be the basis of
design. This design will be reviewed and modified to accommodate future screening
equipment and reconfigured if necessary.
SCOPE OF WORK
Jacobs will provide Data Collection, Procurement and Construction Administration
Support Services. The scope will include the following per our previous meetings with
the client.
• Procurement - Jacobs will coordinate with Monroe County; Legal, Procurement,
and Airports to assist in the contracting of G&S Airport Conveyors.
• Construction Administration Support Services — Jacobs will administer the
contract for construction of the revised baggage conveyor system.
In addition, Jacobs will provide the following general services for this project:
• Management of the project.
• Coordination with EYW airport staff and conveyor manufacturer as required.
• Coordination with JWI for their design review and Construction Services.
• Preparation of meeting minutes.
WORK PHASES
Based on the above description of the scope of work, we propose to perform the
following tasks:
ARTICLE A — PROCUREMENT
Based on the information collected under Article A Jacobs will coordinate with Monroe
County Legal department and, Procurement. This will be a sole source procurement with
G&S Airport Conveyors as the existing baggage conveyor system (mechanical and
software) is a proprietary system and therefore the upgraded system will be the same.
Jacobs will draft the contract with G&S to be executed by the county and will coordinate
with Procurement and airport staff.
ARTICLE B — DESIGN ASSESSMENT AND CONSTRUCTION PHASE SERVICES
Construction Administration for the baggage conveyor upgrades will be performed. The specific
tasks Jacobs will perform are:
1. Respond to all Requests for Information (RFI's)
2. Review all shop drawing submittals for conformance to the plans and specifications and
respond to the CONTRACTOR and Airport with detailed summary of the applicability and
acceptability of the shop drawing.
3. Prepare for and attend a Pre -Construction meeting.
4. Attend site visits and project construction meetings. Observe work in progress and provide
reports to Owner. Assume two (2) site visits (Bi-Monthly) throughout the course of the
construction.
5. Attend weekly progress meeting, via conference call, when not in attendance at Bi-monthly
site visits. Assume two (2) conference calls for progress meetings throughout the course of
the construction.
6. Prepare and negotiate change orders, as necessary.
7. Attend Final Inspection and prepare Punchlist.
8. Prepare and submit closeout and warranty package.
QUALIFICATIONS / CLARIFICATIONS
The following Qualifications and Clarifications are a part of our scope of work:

Project Understanding
The current system in EYW consists of a single Reveal CT80 in a simplified
- mini inline configuration fed by two ticket counter belts. Both ticket
counter feeds are labeled OBI. The west feed contains OBI -I through
OBI-8 and the East feed contains OBI-9 through OBI-15. OBI-8 merges
onto OBI-16 which continues to OBI-18 before being pushed on to a
roller conveyor that feeds the CT80. Bags are manually pushed forward
into the CT80 for screening and screened bags are fed onto a roller
conveyor by the CT80. Alarm bags are held in the exit tunnel and need
to be released onto the roller conveyor deliberately by the TSA to be
removed for hand search. Clear bags from the EDS have to be lifted and
placed on the OB2 line to be conveyed to the single sortation carousel.
In this configuration, the BHS only needs four bags per load point to
cascade back to the ticket counter. Die back will happen frequently
when there is one bag on the search table and one suspect bag being
held in the Reveal Exit Tunnel. It is understood that this is a common
occurrence.
