ITEM BACKGROUND: This task order is to prepare an Environmental Assessment (EA) for the
proposed improvements to Runway 7 -25 and Taxiway A, to comply with the FAA Advisory
Circular 150/5300 -13A, Airport Design minimum required runway and parallel taxiway centerline
separation distances at Florida Keys Marathon International Airport.
PREVIOUS RELEVANT BOCC ACTION: Approval of FAA Grant 43 -12- 0044 - 035 -2016 at the
September 21, 2016 BOCC regular meeting date, agenda item# C -15. FDOT Grant# GOE44 will be
brought for ratification at the November 22, 2016 BOCC meeting.

During preparation of the EA, issues may arise that would necessitate modification of this scope of services
and the associated budget. While this scope of services identifies all work items believed necessary for
completion of the EA, additional work items may arise from comments submitted during public and agency
scoping, agency coordination, and agency and public review periods associated with the Draft EA. In the

event that such changes are required, any modification to this scope of services will be coordinated ani
approved by the Monroe County, prior to work being performed.
U.2 Key Assumptions
The Airport sponsor intends to conduct this EA simultaneously with a master plan update. This scope
assumes the master plan update will provide current aerial photography and forecast of aircraft
operations including fleet mix needed for the aircraft noise analysis.
The operation levels that were used to generate the 2013 Draft EA baseline noise contours, representing
conditions in 2012 and the forecast 2016 and 2021 conditions do not reflect baseline or future conditions
needed to be analyzed in the EA. An update to the noise contours will be required to reflect change in
operational levels and required use of the FAA's Aviation Environmental Design Too[ (AEDT) model.

To complete the NEPA environmental review process, the Project Team will be responsible for the
dissemination of the EA to government agencies (unless otherwise directed by FAA), tribes, elected
officials, public interest groups, etc., and coordination with the FAA.
• This proposal includes assisting the Monroe County with consultation with the various regulatory agencies
that will need to review the proposed project and the Draft E. Acquisition of any required permits will
follow the FAA's finding on the EA and will be covered by a separate scope of work and fee to be
negotiated.
• For budgeting purposes, it has been assumed that the FAA will not require assistance with processing
Freedom of Information Act (FOIA) requests.
The R Team consists of Birkitt Environmental Services, Inc., Deborah Murphy Lagos & Associates, LLC,
and Janus Research.
Task 1 Purpose and Need
The purpose and need section will be developed to indicate the Airport sponsor's proposed solution to the
existing airfield deficiency. It is anticipated, however, that refinements to the Purpose and Need Statement
discussed in the 2013 Draft EA will be very minor.
The need(s) of the Proposed Action will be identified based on the latest FAA standards and confirmed in
consultation with Monroe County staff. This task will include a review of the runway and taxiway design
criteria included in FAA AC 5300-13A, Change 1, Airport Design, FAA Order 1050.1F, and the "Need for the
Proposed Project" section • the 2013 Draft EA.
This task will include the determination of the actions required to solve the existing airfield deficiency and
bring the runway and taxiways into compliance with FAA standards. The purpose and need statement will
drive the range of reasonable alternatives that can be considered in the EA. The purpose and need statement,
and supporting discussion, will be presented in non-technical terms that are understandable to individuals
who are not familiar with aviation.

activities necessary to support construction, and information on reasonably foreseeable future requirements,
including pavement rehabilitation, etc.
R&A will prepare a preliminary working paper/EA section that will include background information on the
Airport; discuss the purpose and need for the proposed project; and identify the Proposed Action, requested
federal actions, and timeframe for implementing the Proposed Action as required for the EA. The preliminary
working paper will be submitted electronically to Monroe County staff for review and comment.

County staff on responses to the comments, R&A will revise the text for review and comment by FAA staff.

Task 3 Affected Environment
The Affected Environment Section (Section 3.0) in the 2013 Draft EA will be reviewed and updated, as needed,
to ensure that the data presented is up to date and sufficient for the analysis of the alternatives carried
forward for environmental analysis.
R&A will identify the study area for the EA based on the potential effects of the Proposed Action and
reasonable alternatives. A brief description of the study area along with an exhibit depicting the geographic
limits of the study area will be prepared. This scope of work assumes a new aerial photo of the Airport will b-,

The &&A Team will identify publicly-owned lands that exist within the study area, especially focusing on those
lands that are protected by the Department of Transportation (DOT) Act, also known as Section 4(f) lands.
R&A will review the information in the 2013 Draft EA and update if necessary.
The purpose of the survey will be to locate, identify, and bound any previously recorded or unrecorded
prehistoric or historic period cultural resources associated with this project and to assess the significance in
terms of eligibility for listing on the National Register of Historic Places (NRHP) according to criteria set forth
in 36 CFR Section 60.4.

Both an archaeological and historic resource survey will be conducted. The archaeological survey will include a
pedestrian survey to assess existing conditions and subsurface testing. Subsurface testing in any areas of high

Any laboratory processing will consist ♦ the cleaning, stabilization (if needed), inventorying, packaging, and

for each archaeological site identified during the survey.

The Environmental Consequences section will reflect the environmental consequences of the Sponsor's
Preferred Alternative and viable alternatives. For budgeting purposes, however, it has been assumed that the
following environmental categories will not be reevaluated as part of this effort. It is assumed that the
information provided in the 2013 Draft EA remains current and will need minimal update and additional
analysis.
The EA will include a qualitative evaluation of the potential climate impacts of the No Action and Proposed
Action alternatives.
R&A will assist FAA in National Historic Preservation Act (NHPA) Section 106 coordination with the SHPO and
recognized tribes. A Phase I Cultural Resources Assessment Survey will be prepared (see Task 3.9) to support
