AGENDA ITEM WORDING: Approval of a resolution by the Monroe County Board of County
Commissioners to conduct a Solar Energy Feasibility Study for the Marathon Library Design.
ITEM BACKGROUND: The Climate Change Advisory Committee (CCAC) recommends this
item for BOCC consideration because solar energy offers many benefits, including lower electricity
costs, local jobs and reduced dependence on imported fuels. Monroe County has set a community-
wide emissions reduction goal of 40% below 2012 by 2030. The CCAC has identified solar -
generated electricity as a key strategy for achieving this community -wide goal. The County's
Sustainability Action Plan has established a target for energy use from renewable sources for County
buildings and facilities as 10% by 2025. The Plan, furthermore, asks the County to conduct
feasibility studies for alternative energy at County facilities including partnering with electric
utilities for creative ways to deploy more solar.
The new library to be constructed in Marathon, FL by Monroe County has not, as yet, been designed
to include solar photovoltaic panels, solar hot water systems, or a cistern, all of which will help the
county meet its emission reduction goals. The new library has been designed to be a "fifty- year"
building and, as such, should include appropriate technologies that will help Monroe County meet
future energy goals. The Climate Change Advisory Committee recommends a feasibility study to
include; design, permitting, and procurement of solar panels for the roof of the new library in
Marathon, FL to meet a minimum of 50 percent of the power requirements of the structure. In
addition, to meet the new sustainability standards, the study should include solar hot water and a
cistern.
PREVIOUS RELEVANT BOCC ACTION:
5 Year Sustainability Action Plan; (2 -29) Conduct feasibility studies for alternative energy at
County facilities. Partner with electric utilities for creative ways to deploy more solar. (1 -15)
Conduct next phase of energy auditing on County facilities and link upgrades to capital asset
improvements. Install low -flow water conserving fixtures and energy saving features throughout
County facilities. (1 -17) Expand County's use of renewable energy through the installation of
electric vehicle charging stations and solar lighting. (1 -23) Use County libraries as a platform to
promote environmental and social engagement. (2 -23) Adopt a target for energy use from renewable
sources for County buildings and facilities such as 10% by 2025.
GHG emissions reduction target for 2030, consistent with timeframe of County's latest
Comprehensive Plan, a 40% reduction by 2030 as compared to the 2012 baseline.
Monroe County Climate Action Plan; Action R -1.3: Incentivize solar water heating systems and
the installation of electrical generating renewable energy systems on all new construction. Action R-
1.5: Encourage local alternative energy studies to evaluate their feasibility in achieving the County's
greenhouse gas emissions goals.
Monroe County Comprehensive Plan, Energy and Climate Element; Policy 1501.2.2
Within one (1) year after the adoption of the 2030 Comprehensive Plan, Monroe County shall
develop a procurement policy that incorporates energy saving principles for its own buildings,
facilities and services. Policy 1503.1.5 Within one (1) year after the adoption of the 2030
Comprehensive Plan, Monroe County shall identify actions to promote and support which increase
energy efficiency measures and the proportion of electricity generated by alternative and renewable
energy, including, but not limited to solar, wind, biofuels and other sources. Monroe County shall
incorporate these actions into its facilities and operations as well as its fleet. Monroe County shall
coordinate with Florida Keys Electric Cooperative and Keys Energy.

A RESOLUTION BY THE MONROE COUNTY BOARD
OF COUNTY COMMISSIONERS TO CONDUCT A
SOLAR ENERGY FEASIBILITY STUDY FOR THE
MARATHON LIBRARY DESIGN
WHEREAS, solar photovoltaic energy offers many potential benefits, including lower
electricity costs for homeowners, businesses, and governments; local jobs and economic
development; reduced dependence on imported fuels; pollution -free electricity generation; no
water use during power production; and contribution to a more resilient electric grid; and
WHEREAS, Florida has the greatest potential for rooftop solar power of any state in the
eastern United States and
WHEREAS, Monroe County has set a community -wide emissions reduction goal of
40% below 2012 by 2030 as stated in a resolution adopted by the Board of County
Commissioners in June of 2016; and
WHEREAS, increased solar - generated electricity, including customer -sited systems on
residential and commercial properties, will be a key strategy for achieving this community -wide
goal; and
WHEREAS, the County's Sustainability Action Plan has established a target for energy
use from renewable sources for County buildings and facilities such as 10% by 2025, exploring
financing alternatives such as leasing. The Plan, furthermore, asks the County to conduct
feasibility studies for alternative energy at County facilities including partnering with electric
utilities for creative ways to deploy more solar, and
WHEREAS, the new library to be constructed in Marathon, FL by Monroe County has
not, as yet, been designed to include solar photovoltaic panels, solar hot water systems, or a
cistern, all of which will help the county meet its emission reduction goals, and
WHEREAS, the new library has been designed to be a "fifty- year" building and, as such,

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS THAT:

I . The County of Monroe hereby resolves to authorize a feasibility study to include; design,
permitting, and procurement of solar panels for the roof of the new library in Marathon,
FL to meet a minimum of 50 percent of the power requirements of the structure. In
addition, to meet the new sustainability standards, the study should include solar hot
water and a cistern.
2. This Resolution shall become effective upon adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on the 14th day of November, 2016.
