ITEM BACKGROUND: Little John Engineering Associates, Inc. is providing the design services for the Big Pine Key Scenic Overlooks at the swimming hole on Big Pine Key. This second amendment expands the scope of services to include a design for landside and waterside structures. They submitted a proposal with itemized costs for each task associated with the design through bidding phases. PREVIOUS RELEVANT BOCC ACTION:On October 21, 2015 an amendment to Little Johns contract was approved in the amount of $6,500.00 for the development of a land management plan. April 15, 2015, the BOCC approved an Agreement with Littlejohn Engineering Associates, Inc for the design of the scenic overlook at the Big Pine Swimming Hole. On September 17, 2014 the BOCC approved to execute a Local Agency Program (LAP) with the Florida Department of Transportation (FDOT) for the design of a scenic viewing area at the Big Pine Swimming Hole. Conduct a punch list inspection to determine needed corrections to bring the project in compliance with the general intent of the plans and specifications. Prepare a utility clearance package with information provided by the contractor to allow the utilities to be placed into service. Architectural Services/ MEP / Structural Engineering Services The landside structures will include: A one-story kayak/ paddle board rental building A restroom building on grade The waterside structures will include: floating kayak launch a long boardwalk on the channel with overlook two (2) pavilions Swimming dock and overlook tower. All land structures will be concrete block with a stucco finish and metal seamed roof. Buildings will be waterproofed for storm surge. Boardwalks will be timber framed, marine type construction supported by driven wood piles into the Miami Limestone. The boardwalk will be decked pressured treated lumber, and the handrails will be a mixture of fixed wood handrails, rope. Restroom building will be ADA compliant. Architectural design will include MEP services and construction permitting services. Bidding and post construction services will be limited to two site visits, response to permitting comments, and response to up to five RFIs.
