ITEM BACKGROUND:
On March 23, 2016, the BOCC approved to transfer the balance
remaining in Employee Housing Fair Share Impact Fee of $571,364 to offset the cost of permitting
waived by the BOCC into Fund 180 for development of new affordable housing.
The FY16 budget for Fund 136 was not adopted with the anticipation of transferring this money to
Fund 180.
PREVIOUS RELEVANT BOCC ACTION:
On September 11, 2015, the BOCC approved the FY16 Operating and Capital Project Budget.

Transfer $571,364 to offset the cost of permitting waived by the BOCC
into Fund 180 for development of new affordable housing.
ITEM BACKGROUND:
The BOCC adopted the Employee Housing Fair Share Impact Fee through
Ordinance 032-2001. It was amended through Ordinance 046-2003. The Land Development Code
reads as follows:
Section 138-56. Employee housing fair share impact fee.
(d) Proceeds. Proceeds from the impact fees collected shall be deposited in the employee housing fair
share impact fee account and used exclusively to offset the cost of required permitting and
connection fees related to the development of new employee housing, in accordance with a schedule
and procedures recommended by the Planning Commission and approved by the Board of County
Commissioners.
The County has waived $1,189,177 in affordable housing permit fees that are eligible for reimbursement
from the employee housing fair share impact fee account the details of which are attached.The
employee housing fair share impact fee fund balance is $571,364. If this transfer is approved, then
$617,813 in affordable housing waived permitting fees would remain eligible for future transfer into the
permitting Fund 180.
PREVIOUS RELEVANT BOCC ACTION:
On March 19, 2008 the BOCC voted to transfer the
remaining balance of $116,593 from the Employee Housing Fair Share Impact Fee Fund to the Growth
Management Division to reimburse past waiving of fees for affordable housing. However, the transfer
never occurred.
