Approval of Amendment 2 to the Agreement for Disaster Response
and Recovery Services with DRC Emergency Services, LLC to update Miscellaneous Provisions due
to changes in the Federal Emergency Management Agency (FEMA) procedures outlined in the
FEMA Super Circular.
ITEM BACKGROUND:
Monroe County requires the services of a hurricane debris/disaster
services contractor in the event of a disaster. A 5 year term contract was signed with DRC
Emergency Services, LLC on June 20, 2012. FEMA recently released Super Circular, 2 C.F.R. Part
200. This Super Circular consolidated and changed the administrative requirements for all federal
assistance. Monroe County must therefore update its existing contract to reflect these changes in
order to receive grant funding in the case of a hurricane or other natural disaster.
PREVIOUS RELEVANT BOCC ACTION:
BOCC approved a 5 year term contract with DRC Emergency Services, LLC at the June 20, 2012
meeting. BOCC approved Amendment 1 to contract updating contractor personnel and contact
information at the November 17, 2015 meeting.

(29CFRPart5).Under40U.S.C.3702oftheAct,eachcontractormustcomputethewagesofevery
mechanicandlaboreronthebasisofastandardworkweekof40hours.Workinexcessofthestandard
