ITEM BACKGROUND: This item seeks approval to terminate the services under Task Order No. 3 for permitting and procurement of the 4 augmented aeration projects. The County issued a solicitation to evaluate alternative technologies for organic muck removal as a potentially more cost effective option for muck removal, since the mechanical methods for removing muck are expensive, although effective. The Augmented Aeration method was selected as an option that combines aeration with microbes, to potentially remove organic muck over a longer time frame but at dramatically less costs. The County received two proposals from vendors and both were vetted through the FKNMS Steering Committee Canal Subcommittee and Technical Advisory Committee TAC members. Both options proposed to add microbes to the canal waters that would then digest the muck when aeration was added. The vendors each presented their proposal, and after careful deliberation, the reviewers recommended the projects be stopped and not to proceed with potential permitting. They stated comprehensive additional research was needed on the potential environmental risks of introducing microbes into canal waters that could impact nearshore Sanctuary waters and marine life. Based on the guidance provided from the aforementioned reviewers, it is recommended that the Category B Task Order 3 with Amec Foster Wheeler be terminated. It is also recommended to transfer the remaining balance of $57,658.60 to fund the $15,000 Category A Task Order 4A project management and Hurricane Recovery services, the $20,000 Task Order 5 for canal prioritizing and ranking for future canal restoration projects, and retain the remainder for future canal restoration proj ects. Background: The BOCC previously approved and funded Amendment No. 8 for $99,956.10 under the AMEC contract for Design of the Demonstration Canals, for permitting and procurement services for the 4 augmented aeration canals in Key Largo. The permitting and procurement services were delayed until the funds for construction were finalized under the Stewardship grant with DEP, to avoid expenditure of funds on design services before construction funds were located. Therefore the services were not completed within the original time frame. The work performed was not to exceed a total of $99,956.10 for Task Order 3. Proposals opened on April 25, 2017 in request to the Augmented Aeration Water Quality Improvement Projects RFP. 2 vendors responded: Allied Group and Earthtech. Both were recommended for further research based on the selection committee review process. Both proposals includes the use of imported aerobic bacteria (microbes) be combined with aeration to reduce organic muck BOCC approved moving forward with permitting process on May 17th, 2017. Pre applications meetings were held with regulatory agencies and additional information was requested on the technologies. Proposals were presented to the December 7, 2017 FKNMS Canal Advisory Subcommittee, with additional input from the FKNMS Technical Advisory Committee members. FKNMS Canal Advisory and TAC members requested both projects be stopped until and unless extensive research could be completed on the potential environmental risks of introducing microbes into canal waters that could impact nearshore Sanctuary waters and marine life.
