AGENDA ITEM WORDING: Approval to enter into a Task Order #5 for general project
management services under the on -call contract with Amec Foster Wheeler, Inc. for Category A
canal master planning services to provide engineering evaluation and creation of a new prioritized
canal list for canal restoration projects in unincorporated Monroe County.
ITEM BACKGROUND: This task order #5 to the Category A on -call services contract provides
for the creation of a new prioritized canal list for canal restoration projects in unincorporated
Monroe County. Results from a U.S. Environmental Protection Agency grant — which provided
funding to address data gaps and changes to the State's DEP dissolved oxygen methodology and
criteria in the CMMP — showed a reduction in the number of "Poor" and "Fair" classified canals
throughout the Keys from 310 to 149. Based on this new information, the County needs to re -rank
and prioritize canals for potential restoration projects in unincorporated Monroe County. The
Consultant will provide the County with a technical memorandum detailing the approach,
methodology, and results from the ranking and prioritizing. The Consultant will use a Canal
Selection Process that will be presented to and approved by the Water Quality Protection Canal
Subcommittee. These results will provide a tool for the County to select future canal restoration
projects. The Consultant will discuss the selection process and results with the County to determine
if modifications may be desirable for the canals in unincorporated Monroe County.
This list of 103 Poor and Fair water quality canals in unincorporated Monroe County will be
submitted for detailed Phase 2 engineering evaluation and ranking based on the preliminary
technology selection using the CMMP database and other criteria.
The $20,000 in new funds is being reallocated from Task Order #3 of the Category B on -call
contract, which provided for the permitting and procurement of the augmented aeration projects.
That Task Order is being terminated because the FKNMS Canal Advisory Subcommittee voted not
to proceed with the augmented aeration projects.
PREVIOUS RELEVANT BOCC ACTION:
08/17/16: Approval to advertise on call professional engineering services for the canal restoration
program, including Category A — Canal Master Plan Program Planning Services, Category B —Canal
Infrastructure Engineering Services for Projects and Category C — Environmental Engineering
Services.
11/22/16: Approval to negotiate an on -call contract with Amec Foster Wheeler, Inc., the highest
ranked respondent, for canal masterplan program planning services.
12/14/16: Approval requested to enter into an on call contract with Amec Foster Wheeler, Inc. for
Category A canal masterplan program planning services.
12/14/16: Approval to enter into a $127,611.75 Task Order No. 1 to the on call contract With Amec
Foster Wheeler, Inc. for Category A canal masterplan program planning services to implement a
$110,582 grant from EPA for development of Phase IIIA of the canal master plan.
01/18/16: Approval to enter into a $14,556 Task Order No. 2 to the on call contract With Amec
Foster Wheeler, Inc. for Category A canal program planning services to provide public outreach
services to inform and engage the homeowners on canals #266, #287, #290 and #83 regarding the
MSBU's, the proposed program and the costs associated with the operations and maintenance of the
air curtains.
02/15/17: Approval to enter into a not to exceed $12,480 Task Order No. 3 to the on call contract
With Amec Foster Wheeler, Inc., for Category A canal program planning services, to provide
assistance in preparing the grant applications for RESTORE, the Gulf Consortium and FDEP
WQPP.
06/21/17: Approval to enter into a $49,775 Task Order #4 for general project management services
under the on -call contract with Amec Foster Wheeler, Inc. for Category A canal master planning
services. No new funds are required, as unused funds remaining from a previous AMEC contract are
being reallocated to fund this Task Order.
01/17/18: Approval to enter into a 9 month time extension for Task Order #4 for general project
management services under the on -call contract with Amec Foster Wheeler, Inc. for Category A
services; plus an additional $15,000 of new funds for FEMA reimbursable services related to Irma;
funded by unused funds remaining from a previous AMEC Task order that are being reallocated.

TASK ORDER #5 FOR PRIORTIZING AND RANKING OF CANALS BASED
ON REVISED CANAL MANAGEMENT MASTER PLAN (CMMP) SELECTION
CRITERIA AND WATER QUALITY SUMMARIES
BETWEEN
MONROE COUNTY AND
AMEC FOSTER WHEELER ENVIRONMENT & INFRASTRUCTURE, INC.
In accordance with the Continuing Contract for On Call Professional Engineering
Services made and entered on the 14th day of December, 2016 and Amendment
No.1 dated December 13'", 2017 between Monroe County, hereinafter referred to
as the "County" and Amec Foster Wheeler Environment & Infrastructure, Inc.
hereinafter referred to as "Consultant" where design services are allowed if
construction costs do not exceed $2,000,000.
All terms and conditions of the referenced Contract for On Call Professional
Engineering Services apply to the Task Order, unless the Task Order modifies an
Article of the Agreement of which will be specifically referenced in this Task
Order and the modification shall be precisely described.
WHEREAS, results from a U.S. Environmental Protection Agency grant — which
provided funding to address data gaps and changes to the State's DEP dissolved
oxygen methodology and criteria in the CMMP — showed a reduction in the
number of "Poor" and "Fair" classified canals throughout the Keys; and
WHEREAS, based on this new information, the County is re- ranking and
prioritizing canals for potential restoration projects; and
WHEREAS, the Consultant will provide the County with a technical memorandum
detailing the approach, methodology, and results from the ranking and
prioritizing.
NOW, THEREFORE, in consideration of the mutual promises, covenants and
agreements stated herein, and for other good and valuable consideration, the
sufficiency of which is hereby acknowledged, COUNTY and CONSULTANT
agree to modify the Agreement as follows:
Article 1.1 Terms Of Agreement:
This Task Order is effective on January 17, 2018 and shall expire June 30, 2018
Article 2.2 Scope of Services:
The CONSULTANT proposes to use a Canal Selection Process that was
presented to and approved by the Water Quality Protection Canal Subcommittee
in December 2017. These results will provide a tool for the County to select
future canal restoration projects. The CONSULTANT will discuss the selection
process and results with the COUNTY to determine if modifications may be
desirable for the COUNTY canals.
The selection process consists of 2 Phases. In Phase 1, the CONSULTANT will
use the results from the U.S. Environmental Protection Agency grant which
showed a reduction in the number of "Poor" and "Fair" from 229 in 2013 to 103 in
2017 in unincorporated Monroe County.
This list of 103 Poor and Fair Water Quality canals will be submitted for detailed
Phase 2 engineering evaluation and ranking based on the preliminary technology
selection using the CMMP database and the following:
1) Ease of Permitting
2) Ease of Implementation
3) Cost
4) Other criteria to be considered
5) Potential Mitigation — negative environmental impacts
The CONSULTANT will work with the COUNTY to ensure evaluation and ranking
criteria meet the COUNTY's goals. At the conclusion of Phase 2, the
CONSULTANT will provide to the COUNTY for review and approval, a revised
CMMP ranking list for the 103 Poor and Fair Canals to use as a selection tool for
future canal restoration projects.
Deliverables will be submitted according to Exhibit A.
Article 7.1 Payment Sum: The total for services is not to exceed Twenty
Thousand and Zero Dollars and Zero Cents ($20,000.00)
