AGENDA ITEM WORDING: Approval of a Resolution providing support for the Higgs Beach
Sand Nourishment Project, requesting funding from the FDEP, and affirming the County's ability to
provide local match funding.
11EIVIDAUKUROUND: The Higgs Beach shoreline sand nourishment project has been divided into
two segments: (a) sand nourishment above the mean high water line and (b) sand nourishment below
the mean high water line. The TDC will provide funding for sand nourishment above the mean high
water line in the amount of $75,000.00. Staff seeks additional funding from the FDEP to complete the
sand nourishment below the mean high water line.
PREVIOUS RELEVANT BOCC ACTION: In June 2011, Monroe County was awarded a TDC
Bricks and Mortar grant for sand nourishment at Higgs Beach. On August 20, 2014, the BOCC
approved a professional services contract with TY Lin International in the amount of $376,803.70 for
the relocation of Atlantic Blvd. in Key West. On March 18, 2015, the BOCC approved an Amendment
in the amount of $149,987 to TY Lin's contract to address impacts on other park resources affected by
the new roadway alignment. This amendment provides for permitting and construction oversight of the
sand nourishment on Higgs Beach. On June 10, 2015, the BOCC approved advertisement of an RFP
for sand nourishment above the mean high water line on Higgs Beach.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
CONFIRMING THE COUNTY'S SUPPORT OF THE HIGGS
BEACH NOURISHMENT AND RESTORATION PROJECT;
SUPPORTING THE BEACH AND COASTAL MANAGEMENT
PROGRAMS OF THE FLORIDA DEPARTMENT OF
ENVIRONMETAL PROTECTION; AND ADVISING FDEP
THAT THE COUNTY HAS THE ABILITY TO PROVIDE THE
LOCAL FUNDING SHARE NECESSARY TO IMPLEMENT
THE STATE BEACH AND COASTAL MANAGEMENT
PROGRAMS IN WHICH THE COUNTY ELECTS TO
PARTICIPATE; PROVIDING AN EFFECTIVE DATE
WHEREAS, Monroe County's coastal beaches provide vital economic, recreational,
environmental and shore protection benefits to the State and Monroe County; and
WHEREAS, the Florida Legislature, pursuant to section 161.091, F.S., has declared that
erosion of the beaches of the State is detrimental to tourism, the State's major industry, further
exposes the State's coastline to severe storm damage, and threaten beach -related jobs, which if
not stopped, may significantly reduce state sales tax revenues; and
WHEREAS, the Florida Legislature, pursuant to section 161.088, F.S., has declared
beach erosion to be a serious threat to economic and general welfare of the State and its
residents; and has further declared it to be a necessary governmental responsibility to preserve
Florida's beaches and make provision for beach nourishment projects; and
WHEREAS, severe beach erosion has occurred at Higgs Beach both above and below the
mean high water line; and
WHEREAS, sand nourishment at Higgs Beach is critical and necessary as a result of the
erosion; and
WHEREAS, the Monroe County Board of County Commissioners supports the beach and
coastal management programs of the Florida Department of Environmental Protection ("FDEP")
subject to the County's regulatory authority and Code of Ordinances; and
WHEREAS, the Monroe County Board of County Commissioners supports beach
nourishment projects for which funding is requested from the FDEP for sand nourishment above
and below the mean high water line at Higgs Beach; and
WHEREAS, the Monroe County Tourist Development Council approved to fund sand
nourishment above the mean high water line in FY2016-17; and
WHEREAS, Monroe County is able to serve as a local sponsor and has the ability to
provide the local funding share necessary to implement the State beach and coastal nourishment

projects in which the County elects to participate; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY AS FOLLOWS:
Section 1: The Board of County Commissioners of Monroe County supports the
Higgs Beach Nourishment and Restoration project.
Section 2: The Board of County Commissioners of Monroe County supports the
beach and coastal nourishment and erosion control projects of the FDEP, for which funding is
requested from the State of Florida, subject to the County's regulatory authority and Code of
Ordinances.
Section 3: The Board of County Commissioners of Monroe County affirms its ability
to serve as local sponsor for such projects and is able to provide the appropriate local funding
share to implement beach and coastal nourishment and erosion control projects of the FDEP.
Section 4: This Resolution shall become effective upon adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida at a regular meeting of said Board on the 151h day of July, 2015.
