ITEM BACKGROUND: Carol Schreck is a contract employee who serves as Commissioner
Carruthers' Executive Assistant. Ms. Schreck has been tasked with additional temporary duties to
provide staff support for the Affordable Housing Advisory Committee. Since Ms. Schreck is a contract
employee, a contract amendment is necessary to add those temporary duties to her responsibilities and
to compensate her for taking on those additional duties.
PREVIOUS RELEVANT BOCC ACTION: December 2008, BOCC approved Employment
Agreement between Monroe County and Carol Schreck. December 2012, BOCC approved
Amendment to Employment Agreement. February 2014, BOCC approved Second Amendment to
Employment Agreement. May 20, 2015 and June 10, 2015, BOCC gave direction' regarding staffing of
Affordable Housing Advisory Committee.
CONTRACT/AGREEMENT CHANGES: Proposed Third Amendment adds $10,000 per year in
compensation for as long as Ms. Schreck provides staff support to the County's Affordable Housing
Advisory Committee and incorporates a revised job description.

THIRD AMENDMENT TO EMPLOYMENT AGREEMENT
BETWEEN MONROE COUNTY AND CAROL SCHRECK
THIS AMENDMENT to agreement dated the 15 TH day of July 2015 is entered into by and
between the Board of County Commissioners ("Board" or "BOCC"), a political subdivision of the State
of Florida, and Carol Schreck ("Employee").
WHEREAS, there was an agreement entered into on December 30, 2008, between the parties
("Agreement"); and
WHEREAS, a first amendment to the Agreement was entered into on December 12, 2012
between the parties; and
WHEREAS, a second amendment to the Agreement was entered into in March 2014; and
WHEREAS, the parties wish to amend the Agreement in order to add certain duties related to
affordable housing planning in addition to the Employee's position as an executive assistant to
Commissioner Carruthers and wish to set the amount of additional compensation for the affordable
housing duties; and
NOW, THEREFORE, in consideration of the mutual covenants contained herein the parties
agree to amend the agreement as follows:
Section 1. Paragraph 2 of the Agreement is revised to read as follows:
2. DUTIES.
A. Duties of the Employee in her position as executive assistant to the Commissioner will
be as set forth in the Job Description attached hereto as Exhibit A, the provisions of
which are incorporated herein by reference.
B. In addition to the foregoing, the Employee will also hold the position of Executive
Assistant — Affordable Housing Advisory Committee administrative assistant. The
duties of the Employee in this position will be as set forth in the Job Description
attached hereto as Exhibit B, the provisions of which are incorporated herein by
reference.
Section 2. Paragraph 3 of the Agreement is revised to add the following sentence:
In addition, during the period of time in which the Employee performs the position of Executive
Assistant — Affordable Housing Advisory Committee administrative assistant, the Employee will
receive an increase in her base salary in the additional amount of ten thousand dollars and no
cents ($10,000.00) per year.
Section 3. In all other respects, the remaining provisions of the Agreement dated December 30,
2008, as amended, shall remain in full force and effect.
