AGENDA ITEM WORDING: Discussion of a recommendation from the Marine and Port Advisory
Committee (MPAC) to the Board of County Commissioners (BOCC) to consider development of a
public waterfront park, providing non -motorized vessel access, at the quarry site on the bayside of US
1 at mile marker 56.5 on Grassy Key, and consideration of utilizing the Parks and Recreation
Committee for further evaluation of the proposed project.
ITEM BACKGROUND: During discussion at the MPAC meeting held on February 3, 2015, a
Committee member presented the idea of developing the quarry site, adjacent to the north side of US I
at mile marker 56.5 on Grassy Key in the City of Marathon, into a non -motorized vessel access public
waterfront park. That concept was brought back as an agenda item at the May 5, 2015, MPAC
meeting and Committee members further discussed the concept. At that meeting staff explained that
most of the property surrounding the quarry is owned by the County (see attached Map of Grassy Key
Area), and that boulders had been previously installed at the unpaved entrance at the front of the quarry
site to prevent vehicular traffic some years ago by Public Works due to issues with 4-wheeling,
partying, and trash. The Committee indicated that the quarry may connect to the bayside through a
mangrove fringe, providing for canoe and kayak access to open water. Staff explained that, based on
information provided by City of Marathon staff, the County parcel is zoned 'Public' and such
development may be allowed as a conditional use. The Committee suggested that the development of
the site might be integrated into the Florida Keys Scenic Highway program or tie-in to the Florida
Keys Overseas Heritage Trail Master Plan (Trail Master Plan) as a potential 'rest stop' (see attached
Overseas Heritage Trail Map). The Committee further discussed long-term funding needs for
maintenance and any necessary staffing. The Committee unanimously approved recommending to the
BOCC consideration of the quarry site for a public/family park with non -motorized vessel access, and
to consider utilizing the Parks and Recreation Committee for further evaluation of the concept as
appropriate.
The Trail Master Plan describes a goal of the bicycle/pedestrian trail as enhancing recreational
opportunities for residents and visitors, while providing for non -motorized transportation. For the
Middle Keys, the Trail Master Plan includes specific goals of collaborating with the City of Marathon
and providing non -motorized access to destinations along US1, including canoeing and kayaking
opportunities. The Florida Keys Scenic Highway Interpretative Master Plan describes providing a
system for residents and visitors to explore recreational opportunities in the Keys via all modes of
transportation including kayaking, and specifically mentions the objective of providing rest stops along
the way.
