Approval of Amendment No. 11 to the Contract for Engineering,
Design and Permitting Services of the Demonstration Projects, with AMEC Foster Wheeler
Environment and Infrastructure, Inc. to provide design, permitting, and procurement services related
to the Air Curtain for the original demo canal #290 in Big Pine Key and assist with the preparation
for the September 8, 2016 BOCC Canal Financing Special Meeting in an amount not to exceed
$27,474.90.
ITEM BACKGROUND:
Monroe County recently completed a $700,000 organic muck removal project
in March 2016 on Canal #290 in Big Pine Key, one of the original demonstration projects. Approximately 5
feet of decayed seaweed and muck were removed from the length of the canal bottom. An existing air curtain
weed gate owned by the homeowners was reinstalled as planned, but the weed gate has periodically failed and
allowed seaweed to reenter the canal. The homeowners are unable to properly maintain their existing weed
gate, and have requested assistance from the County to purchase and install a new air curtain.

The County has been notified by DEP that DEP will provide $50,000 towards the cost of the C290 air curtain
project. The remaining cost will be funded from the $2M that was budgeted for demo projects this year, that
were originally anticipated to fund the C83 combination muck removal and backfilling project and 4 other
aeration projects in the Key Largo area. It is anticipated there are enough funds to still fund the C83 project
this year, but the aeration projects may need to be delayed until receipt of RESTORE and/or Stewardship
Funds.
The County is also working to set up a canal financing plan. In order to develop the funding mechanism for
the #290 canal, as well as all the other demonstration projects, the County is anticipating hosting a BOCC

Canal Special Meeting on September 8, 2016. AMEC will provide program planning and assistance for the

BOCC meeting under this amendment no. 11 as well, using funds previously allocated for other tasks that
came in under budget.
PREVIOUS RELEVANT BOCC ACTION:
06/15/16 BOCC approval of the issuance of an RFP to purchase and install an air curtain weed gate
for Canal #290, subject to identification of funds.
