Amendment 1 to Small County Outreach Program (SCOP)
Agreement with Florida Department of Transportation (FDOT) for the Card Sound Bridge Repair
Project which corrects Exhibit B of original agreement. Updated Exhibit B reflects change in fund
distribution amounts for Fiscal Year 15/16 and Fiscal Year 16/17. The total contract amount has not
changed.
ITEM BACKGROUND:
Card Sound Bridge (bridge #904990) is currently under construction for
repairs. FDOT has agreed to partially fund the repair of the bridge through a Small County Outreach
Program (SCOP) Agreement. This agreement originally allocated all funding in FY 15/16.
Construction is not complete and therefore FDOT must split funding between FY 15/16 and FY
16/17 through a revised Exhibit B.
PREVIOUS RELEVANT BOCC ACTION: May 20, 2015:
BOCC approved Small County
Outreach Program (SCOP) Agreement with FDOT to provide $3,325,208 funding for Construction
and Construction Engineering & Inspection (CEI) phases of the repair to Card Sound Bridge.
January 20, 2016:
BOCC approved contract with Coastal Gunite Construction Co. in amount of
January 20, 2016
$2,969,512 for construction of the Card Sound Bridge Repair Project. : BOCC
approved contract with Parsons Brinckerhoff, Inc. in amount of $336,742 to provide CEI Services
for the Card Sound Bridge Repair Project.

FIRST AMENDMENT TO STATE OF FLORIDA, DEPARTMENT OF
TRANSPORTATION SMALL COUNTY OUTREACH PROGRAM AGREEMENT
BETWEEN THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION
AND MONROE COUNTY
This First Amendment to the State Of Florida, Department of Transportation Small
County Outreach Program Agreement dated August 12, 2015 (the “Agreement”) by and
between the State of Florida Department of Transportation and Monroe County is entered into
this _____ day of ______________, 2016.
RECITALS:
A.The Parties entered into the Agreement related to the funding of a
repair/construction project on Card Sound Road, in Monroe County, Florida under Department
Project # 431917-2; and
B. The Parties desire to enter into this First Amendment in order to replace the
Method of Compensation of the Agreement with a new exhibit, in order to more accurately
reflect the Method of Compensation, without affecting the total Project cost or participation of
each Party.
NOW, THEREFORE,
the Parties hereto, in consideration of the mutual covenants and
benefits set forth herein and other good and valuable consideration, receipt of which is hereby
acknowledged, hereby agree as follows:
1. The Recitals to this First Amendment are true and correct and are hereby incorporated
herein by reference and made a part hereof.
2. Exhibit B - Method of Compensation of the Agreement, attached hereto as “Exhibit 1”,
is replaced and superseded by the Exhibit B - Method of Compensation, attached hereto as
“Exhibit 2”.
3. The first sentence of Paragraph 4 of the Agreement is modified as follows:
“The Department will participate in a maximum of 75% of the actual total project
costs, as set forth in Exhibit B – Method of Compensation.”
It is understood and agreed that the above-referenced Exhibit B – Method of
Compensation is the exhibit attached hereto as “Exhibit 2”.
4. Except as amended herein, the terms and provisions of the Agreement shall remain in
full force and effect. Wherever the terms of this First Amendment and the terms of the

Exhibit “B” -Method of Compensation
For the satisfactory performance of services detailed in Exhibit “A” – Scope of Services and
Deliverable of the SCOP Agreement, the Recipient shall be paid up to a maximum amount of
$_3,325,208.00__. The maximum amount shall be made of:

The Department’s performance and obligation to pay under this SCOP Agreement is
contingent upon an annual appropriation by the Legislature. The Recipient shall not provide
