ITEM BACKGROUND: May 18, 2016 BOCC approved RFP for Fully Insured Vision Benefit for eligible active employees/retirees and their eligible dependents. A total of five (5) bids were received at the bid opening June 28, 2016. All Selection Committee Members were provided with hard copies of each proposal in addition to the analyses prepared by Gallagher Benefits Services. Present at the review/ranking meeting held on August 10, 2016 were Selection Committee Members: Pam Radloff, Joyce Griffin, Jane Isherwood, Donna Moore, Teresa Aguiar and Maria Fernandez- Gonzalez. The highest ranked respondent by the Selection Committee was Vision Service Plan Insurance Company (VSP). VSP was the only proposal that matched the requested proposal design completely. The policy with Vision Service Plan Insurance Company (VSP) is being recommended for a two (2) year renewal with the addition of a High Option Plan in addition to the currently offered Low Option Plan. The monthly premiums for the Low Option will not be increased over the renewal term of the policy. The monthly premiums for the High Option will be higher due to the additional enhancements this plan provides.
