ITEM BACKGROUND:
Attached is the Monroe County ACSC Annual Work Program Progress Report, pursuant to Rule 28-
20.140, F.A.C. The Report (see attached matrix) includes Monroe County comments (4th and 5th
column) related to progress that has been made over the past year toward the tasks in the Work
Program.
The State Land Planning Agency or DEO (formerly the Department of Community Affairs) will use
the information provided by Monroe County to develop its Area of Critical State Concern Annual
Report to the Administration Commission (Governor and Cabinet), pursuant to Section 380.0552(4),
F.S., and Rule 28-20.140(3)(a), F.A.C. This report is reviewed by the Administration Commission to
evaluate the progress each governmental entity has made toward achieving the work program task
objectives and to determine whether to recommend a decrease in annual allocations for housing
units.
In summary, Rule 28-20.140, F.A.C., includes a Work Program for Monroe County with 52 tasks to
complete (between 2011 until 2015) under four major topics: 1. Carrying Capacity Study
Implementation; 2. Wastewater Implementation; 3. Wastewater Project Implementation and 4.
Stormwater Treatment Facilities. The County has achieved 44 of the Work Program tasks. The
attached Report (matrix provided by the State to the County) includes eight (8) incomplete but in
progress tasks, as follows:

One (1) Incomplete Carrying Capacity Task/requesting Rule revision: policy to adopt
Tier Maps into the Comprehensive Plan (Rule task (5)(a)1).
County requested Rule amendment to eliminate this requirement on August 22,

PREVIOUS RELEVANT BOCC ACTION:
On July 17, 2013, the BOCC directed staff to write a letter to the Administration Commission to
request that Rule 28-20.140, F.A.C., be amended to remove the requirement to adopt the Tier
Overlay Zoning Maps into the Comprehensive Plan.
On February 19, 2014, the BOCC directed staff to write a letter to the Department of Economic
Opportunity to request that Rule 28-20.140, F.A.C., be amended to require the adoption the Tier
Overlay Zoning Maps into the Comprehensive Plan upon requesting the removal of the designation.
On September 17, 2014, the BOCC approved the 2014 Monroe County Area of Critical State
(ACSC) Annual Work Program Report, pursuant to Rule 28-20.140, F.A.C., which was submitted to
the Department of Economic Opportunity.
On November 17, 2015, the BOCC approved the 2015 Monroe County Area of Critical State
(ACSC) Annual Work Program Report, pursuant to Rule 28-20.140, F.A.C., which was submitted to
the Department of Economic Opportunity.

withineachofthesixwastewaterdistrictsoperatedbyourorganization.
<ĞLJ,ĂǀĞŶtĂƐƚĞǁĂƚĞƌ^LJƐƚĞŵʹTheFKAAacquiredtheKeyHavenWastewaterUtilityin2009.
All450EquivalentDwellingUnits(EDUs)haveconnectedtothecentralsystem.
ŝŐŽƉƉŝƚƚZĞŐŝŽŶĂůtĂƐƚĞǁĂƚĞƌ^LJƐƚĞŵʹWithfundingprovidedbyMonroeCounty,
constructionoftheBigCoppittRegionalWastewaterSystembeganinJanuary2007and
includesservicetoRocklandKey,BigCoppittKey,GeigerKeyandSharkKey.Connectionstothe
systembeganinAugust2009.Currently,1,560EDUsoftheoriginal1,733EDUs(90%)have
connected.Pleasenote,anumberoftheremainingunconnectedpropertiesnolongerhave
dwellingunitsonsite,sothepercentageofunconnectedpropertiesappearsgreaterthan
actual.
ĂLJWŽŝŶƚtĂƐƚĞǁĂƚĞƌ^LJƐƚĞŵʹTheFKAAbeganconstructionoftheBayPointWastewater
TreatmentPlant(WWTP)andcollectionsystemin2004,toprovidecentralwastewaterservice
totheBayPointandBlueWatercommunities(SaddlebunchKeys).Withthefirstwastewater
connectionsoccurringin2005,today,423EDUsoftheoriginal438EDUs(97%)havebeen
connected.

ofDuckKey.ThelastphaseofupgradeswascompletedinSeptember2013.TheWWTPnow
hasthecapacitytoserveConchKey,LittleConchKey,tĂůŬĞƌ͛ƐIsland,,ĂǁŬ͛ƐCayResortand
DuckKey.Currently,1,382EDUsof1,471EDUs(94%)haveconnectedtothesystem.

The proposed project includes installation of drainage structures and exfiltration trenches on various
county roads in the Dove Creek, Seaside, and Bay Haven subdivisions in Key Largo (milemarker 95) in
Monroe County. The project will add Best Management Practices (BMPs) treatment to county rights-of-
way and also provide some flood control for water that would otherwise run off into nearshore waters of
the Florida Bay and Atlantic Ocean, which are designated as Outstanding Florida Waters (OFW). The
project is part of a five year roadway improvement program that was approved by the Monroe County
BOCC. The engineering design is 90% complete and the county anticipates advertising for construction
bids in Fall of 2016. Construction will begin in late 2016 and is expected to last 9 months.

This project is part of a 5-year, $22 million countywide roadway and drainage improvement
program that was approved by the BOCC in FY 2014. The project area is residential communities
on the bayside and oceanside of Key Largo that are adjacent to nearshore waters of the Florida
Bay and Atlantic Ocean, which have been designated as Outstanding Florida Waters (OFW). The
project includes installation of swales, drainage structures and exfiltration trenches on county
roads. The goal of the project is to reduce by best management practices (BMPs) the pollutant
that have been designated as an impaired
and particulate load to the nearshore waters
waterbody. Improving stormwater treatment is a goal of the Monroe County 2030
Comprehensive Plan and protecting water quality through improved stormwater management is
a strategic priority in the County’s Strategic Plan.

The objective of the project is to collect and treat using BMPs, stormwater runoff from county
roads to prevent discharge of pollutant laden stormwater to the adjacent nearshore waters.

The project is part of Monroe County’s capital plan; improvement of stormwater management and water
quality is an objective of the County’s 2030 Comprehensive Plan, Sustainability Plan, Canal Master Plan
and its Strategic Plan. The county anticipates that this area will be identified as a priority improvement
in the update to the County’s stormwater master plan.
6.Describe measurable community or environmental benefits of this project with respect to relevant
considerations (improvement of water quality and/or quantity and benefits to natural systems; degree of
flood protection and/or resource protection). Please include specific details such as estimated mass of
nutrient/contaminant reductions (parts per billion, pounds per day/year) or removal efficiencies, area of
natural systems to be restored or enhanced (acres), level of service attributes, conveyance capacity (CFS),
and/or volume of storage (acre-feet). Please include all calculations.
This project will produce environmental benefits by providing some treatment to pollutant laden
stormwater prior to its entering the nearshore waters of the Florida Keys. Stormwater runoff in
residential neigbhorhoods may contain nutrients such as nitrogen and phosphorus, oils and metals, and
particulate. Typical total suspended solids concentrations are approximately 101 mg/l. The stormwater
improvements in this project are designed to meet District water quality standards for runoff from an
approximately 11 acre site. Typical removal efficiencies for total suspended solids (TSS) for infiltration
systems is 80%; therefore the anticipated result will be a significant improvement.

PROJECT DETAILS
1.Provide a high-level description (several sentences) of the project.
The proposed project includes installation of 68 drainage structures and approximately 5,300 linear feet
of exfiltration trenches on various county roads on Stock Island (milemarker 5) in Monroe County. The
project will add Best Management Practices (BMPs) treatment to county rights-of-way and also provide
some flood control for water that would otherwise run off into nearshore waters of the Atlantic Ocean,
which are designated as Outstanding Florida Waters (OFW). The project is part of a five year roadway
improvement program that was approved by the Monroe County BOCC. The engineering design is 90%
complete and the county anticipates advertising for construction bids in Fall of 2016. Construction will
begin in late 2016 and is expected to last 12 months.

a.Relevant Background Information
This project is part of a 5-year, $22 million countywide roadway and drainage improvement
program that was approved by the BOCC in FY 2014. The project area is an urban, mixed
commercial and residential community that is adjacent to nearshore waters of the Atlantic
Ocean, which have been designated as Outstanding Florida Waters (OFW). The project includes
installation of 68 drainage structures and approximately 5,300 linear feet of exfiltration trench
on county roads. The goal of the project is to reduce by best management practices (BMPs) the
pollutant and particulate load to the nearshore waters that have been designated as an impaired
waterbody. Improving stormwater treatment is a goal of the Monroe County 2030
Comprehensive Plan and protecting water quality through improved stormwater management is
a strategic priority in the County’s Strategic Plan.
b.Purpose or Objective(s)
The objective of the project is to collect and treat using BMPs, stormwater runoff from county
roads to prevent discharge of pollutant laden stormwater to the adjacent nearshore waters.

c.Statement of Work
The proposed work includes installation of manholes, catch basins and exfiltration trenches on
county roads on Stock Island in the LowerKeys.

This project aligns with the District’s mission of ecosystem restoration and natural systems by improving
water quality of stormwater runoff that flows to to nearshore waters in the Lower Keys.
5.Explain how the project aligns with other applicable plans such as a watershed protection plan, basin
management plan, total maximum daily load allocation, or stormwater improvement master plan.
The project is part of Monroe County’s capital plan; improvement of stormwater management and water
quality is an objective of the County’s 2030 Comprehensive Plan, its Sustainability Plan, the Canal Master
Plan and its Strategic Plan. The county anticipates that this area will be identified as a priority
improvement in the update to the County’s stormwater master plan.
6.Describe measurable community or environmental benefits of this project with respect to relevant
considerations (improvement of water quality and/or quantity and benefits to natural systems; degree of
flood protection and/or resource protection). Please include specific details such as estimated mass of
nutrient/contaminant reductions (parts per billion, pounds per day/year) or removal efficiencies, area of
natural systems to be restored or enhanced (acres), level of service attributes, conveyance capacity (CFS),
and/or volume of storage (acre-feet). Please include all calculations.
The project will result in environmental benefits by providing some treatment to pollutant laden
stormwater to prevent pollutants from flowing to nearshore waters of the Florida Keys. The stormwater
improvements are designed to treat 1.362 acre-ft. of stormwater runoff from the approximately 13 acre
mixed residential/commercial neighborhood. Stormwater runoff may contain nutrients such as nitrogen
and phosphorus, oils and metals and particulate. Typical total suspended solids concentrations from
mixed neighborhoods are 67 mg/l and the removal efficiency for total suspended solids for infiltration
systems is 80%; therefore the anticipated result after construction will be a significant improvement.
