Approval of first amendment to the contract with Evergreen
Solutions, LLC, the company retained to analyze the impact of establishing a minimum $15/hour
wage for all county employees and the impact of that change to the pay plan, to allow extra time to
coordinate with internal management.
ITEM BACKGROUND:
Evergreen was retained by the County to evaluate the impact of a
$15/hour wage on the County pay plan. The expected due dates in the original contract need to be
amended to allow time for the management team to evaluate the findings and assure the

PREVIOUS RELEVANT BOCC ACTION:
On August 17, 2016 the BOCC approved an agreement with Evergreen Solutions, LLC in the
amount of $19,500.00 plus $3,000.00 per in person meeting to conduct a minimum living wage
analysis of $31,200.00 per year/$15.00 per hour which will include determination of issues that may
arise with supervisory duties or compression of position; what needs to be done to fix those issues;
cost for county implementation with variable options; and publication of analysis.

AMENDMENT (FIRST AMENDEMENT) TO AGREEMENT
THIS FIRST AMENDMENT to agreement dated the 19th day of October, 2016, is
entered into by and between the Board of County Commissioners for Monroe County,
LLC hereinafter referred to as
WHEREAS, there was an agreement entered into on August 17, 2016 between the
parties, awarding $19,500 (and $3,000 per meeting) to Evergreen Solutions, LLC to conduct
a Minimum Living Wage analysis and recommendations; and
WHEREAS, it has become necessary to revise Section 3.1 within the agreement to
extend the project completion date from 60 days of project start date of August 17, 2016 to
154 days with a project end date on January 19, 2017. This will allow for extra time to have
meetings with CONTRACTOR and senior management staff to discuss findings and
recommendations during the process.
NOW, THEREFORE, in consideration of the mutual covenants contained herein the
parties agree to the amended agreement as follows:
1. Paragraph 3.1 in the August 17, 2016 Agreement is revised to read as follows:
3.1 Except as noted below, this Agreement shall begin on the date first above
), and shall include the delivery of the final deliverable outlined in
Section 1 of this Agreement. Evergreen shall complete all work and provide the final
recommendation to the Board of County Commissioners on January 18, 2017.
