ITEM BACKGROUND: In August, 2014, the BOCC approved an agreement with the FCRC Consensus Center, FSU, for professional services on an Affordable Workforce Housing Stakeholder Assessment, in order to assess the current affordable housing situation in the County and propose a process for developing recommendations. During this meeting the BOCC also discussed reconvening the Monroe County Affordable Housing Advisory Committee. At the October 17, 2014 and December 10, 2014, BOCC meetings, the BOCC reappointed members to the Monroe County Affordable Housing Advisory Committee. In reviewing the Workforce Housing Stakeholder Assessment Report, prepared by the FCRC Consensus Center, the report includes suggestions to: • Reconvene the Affordable Housing Advisory Committee to jointly define the workforce problems faced, review the range of issues and options identified in previous studies and the assessment report, and develop a package of findings and recommendations over a 7-9 month period. • Review the current Committee appointments to ensure that a balance of workforce housing stakeholder perspectives are included in its membership and considering expanding membership to include representation from of the municipalities in the County, the military, the School Board and perhaps other organizations impacted by workforce housing policies and programs and with a stake in contributing to solutions to improve the availability of workforce housing in the Florida Keys. At the May 20, 2015, the BOCC discussed the proposed amendment to Section 2-700 of the Monroe County Code (MCC) relating to expanding the members appointed by the BOCC to the Affordable Housing Advisory Committee to 20 members, as recommended in the Workforce Housing Stakeholder Assessment Report. The BOCC directed staff to revise the proposed amendment to include an additional member from the School Board and the lodging industry. This revision results in Affordable Housing Advisory Committee of 13 members. PREVIOUS RELEVANT BOCC ACTION: At the May 20, 2015, the BOCC approved the permission to advertise a Public Hearing for 3:01 P.M. on June 10, 2015 at the Marathon Government Center in Marathon to amend Section 2-700 of the Monroe County Code (MCC) relating to expanding the members appointed by the BOCC to the Affordable Housing Advisory Committee.
