ITEM BACKGROUND: The County is authorized under Section 125.01(1)(q) to establish municipal service taxing units within all or any part of the unincorporated county, within which may properties located within the municipal service taxing unit (MSTU). The ad valorem taxes generated by the MSTU are additional to other property taxes, and may be used to pay for the other essential facilities and municipal services in the unincorporated county, or in an area that includes Canal restoration projects serve a public purpose by addressing and seeking a solution to these key issues. The Monroe County Board of County Commissioners has previously approved restoration work totaling approximately $7 million on seven (7) canal demonstration projects, ranging from Geiger Key to Key Largo. Further research and planning activities are needed, in order to determine the efficacy of the current and projected canal demonstration projects. The canal restoration program requires approximately $1 million to pay for research and planning activities applicable to potential future canal restoration projects throughout unincorporated Monroe County, including but not limited to, master program planning, effectiveness monitoring, data collection, outreach and program administration, testing of alternative technologies as well as design and construction of potential new restoration projects, so that the Florida Keys Reasonable Assurance Document (FKRAD) requirements may be met and the imposition of total maximum daily limits (TMDL) may be avoided. The Board of County Commissioners recognizes canal restoration as a component of overall water quality and environmental protection in the Florida Keys and surrounding National Marine 4EGOIX4K ' Sanctuary waters, complementing the $1B investment in centralized wastewater treatment by local taxpayers, the State, and the Federal government to protect and restore water quality. Over 300 canals have been identified in the Monroe County Canal Management Master Plan (CMMP) as having sub- DEP Chapter 62-302 Surface Water Standards for nutrients, such as nitrogen and phosphorus and dissolved oxygen, anddischarge directly into near shore Outstanding Florida Waters in the Florida Keys National Marine Sa- Canal water restoration projects are anticipated to remedy the high nutrient loading and low dissolved oxygen impairing the water in canals by implementing technologies that address the most significant causes of those conditions: accumulated organics, seaweed loading, and poor flushing and tidal flow. Reduced nutrient loading, increased dissolved oxygen and increased water clarity to the nearshore Outstanding Florida Waters and the waters of FKNMS will improve water quality conditions that are essential for sustaining a marine ecosystem that is one of the most unique and prolific in the world. Therefore it is requested that staff be directed to evaluate the creation of a municipal service taxing unit in order to fund program management costs estimated at $1 million annually.
