(TAP) Funding Applications.
ITEM BACKGROUNIC The Florida Department of Transportation (FDOI) opened the 2014 TAP
cycle in March 2014 and required local applications to be submitted to Monroe County for ranking.
Once the list is approved by the BOCC, it will be transmitted to FOOT for evaluation and issuance of
project awards. 'Me FDOT award notice is anticipated by Fall 2014. The to ranking priority is:

Raid the project until utility pole relocation, airport issues, and other considerations could be
addressed by the city. FDOT urged the City of Marathon to reapply in the 2014 cycle.

Aviation Boulevard Bike Path (City of Marathon) — A bicycle path will be constructed
along Aviation Boulevard to connect the neigliborhoods and provide access to US I and the
Overseas Heritage Trail. Design, construction, and CEI funds were requested by the City,
Rowell's Scenic Overlook (Morave County) — Design funds were requested for parking,
restrooms, landscaping, and lighting on the uplands portion of the site.
Pigeon Key Ramp (Monroe County) —The existing rmnp is in very poor condition and
needs to be rehabilitated. FDOT has recommended that inimediate action be taken to fix the
deficiencies. Design, construction, and CEI funds were requested by the county.
Amelia Street Enhancements (City of Key West) —Milling, resurfacing, lightin&
landscaping, ADA, and stomwater improvements are planned for this street. Construction
funds were requested by the City.
Greene Street ADA Improvements (City of Key West) —ADA improvements are proposed
for this street. Construction and CEI Raids were requested.
o Fort Street Enhancements (City of Key West) — Construction funds were requested for
milling, resurfacing, lighting, benches, stod ADA improvements along the
corridor.

projects and answer questions posed by other selection committee members. Following the
discussion, each selection committee member scored and ranked each project individually. Then
the total scores and ranks were added together to achieve a consolidated ranking. Ile final local
ranking preference is as follows:

The purpose f this letter is to announce Transportation Afternatives Program (TAP)
application cycle for this year. The TAP is an element of the Federal Highway Administration's
Surface Transportation rem and primarily funds projects fnon-motorized hensportation.
Applicants are invited to submit applications; for projects their agency can reasonably
expect to develop between 1 2019. New projects are typically programined in the new year
of the a ent'd Work Program 201 ; however, projects may be programmedearlier
depending an project readiness and funds availability. Funding is subject to the availability of

The TAP is administered through the FOOT District 0 Program Management
Application deadline to the MPO and FOOT is April 25, 014.

Eligible Project
Transportation Alternatives applications must be submitted by a sponsor that Is a recognized government body or
agency with the ability to enter Into a binding contract with the State of Florida. Eligible sponsors are: a municipal
government, a county government a state agency, a federal agency, or an Indian Tribal Council. All applications must
have an eligible sponsor. The application package must include a letter of support for the project from the chief
executive of the sponsoring agency. The sponsor must be willing to provide any match that may be required;

The District Six Scoping Committee evaluates applications using the following criteria (100 points).
1. Up to 50 points for ability to Implement the project Status of project design/implementation plan and production
scheduling Including ail permitting is evaluated.
2. Up to 25 points for project cost estimating based upon the level of detail provided ranging from order of magnitude
estimates to an opinion of probable costs using unit prices including estimates for required professional services.
3. Up to 25 points for current and past performance administering and delivering previous Transportation
Enhancement /TAP funded/LAP projects; timely and accurate project Invoicing practices, and ability to meet project
schedules. (Applicants with no prior projects are awarded 50 points.)
