ITEM BACKGROUND: The Florida Fish and Wildlife Conservation Commission (FFWCC) operates an annual Spiny Lobster and Stone Crab Trap Retrieval Program and contracts with organizations (Organized Fishermen of Florida aka OFF) and local fishermen to remove spiny lobster and store crab traps that remain in the water illegally during the closed season. Monroe County is supporting this program by partnering with Waste Management of the Florida Keys and reducing the tipping to $89.00 per ton for this project only. OFF greatly appreciated the BOCCs approval last year of the reduced rate as it allowed us to pay the fishermen who participated in the program more than we would have been able to if we had to pay the full amount for the tipping fees out of the program funds. 'this year OFF will again be conducting the trap retrieval program in June and July and would greatly appreciate the reduced rate of $89 per ton for lobster and stone crab trap debris. Approval of this reduced rate will allow us to pay the fishermen who participate in this year's Program $2.50 more per trap ff they take their trap debris directly to the appropriate transfer stations.
