The purpose of this preliminary report is to answer the primary question "How Many
Homeless People Are There in Monroe County, Florida on any given day ?" 4b
On January 28, 2014, the .,Vonroe County Homeless Services Continuum -of -Care
coordinated a 24 -hour point -in -time count and survey of individuals experiencing
homelessness.
The total number of homeless persons counted is 693
Of these persons, 298 or 43 % were counted on the streets and/or were
unsheltered.
393 individuals or 57% were counted in emergency shelters and transitional housing
programs operated by: the City of Key West (KOTS), Florida Keys Children's Shelter,
Florida Keys Outreach Coalition, Samuel's House, Catholic Charities, Heron/Peacock
Supportive Living, Domestic Abuse Shelter, and Volunteers of America.
Not included in the official Point -in -Time Count, but noteworthy; are an additional 179
individuals in long term supportive housing for homeless individuals and families with
disabilities operated by: AIDS Help, Catholic Charities, Florida Keys Outreach Coalition,
Key West Housing Authority, Monroe Association for ReMarkable Citizens, Samuel's
House, and Heron/Peacock Supportive Living.
In addition,] 44 homeless individuals were incarcerated at the Monroe County Detention
Center.
A comprehensive and detailed report is planned for release to the community by March
15, 2014.
The final report will include data and demographics on the homeless population as
required by the U. S. Department of housing and Urban Development (HUD) as part of
the annual Continuum of Care Homeless Assistance Program. HUD requires information
about the following homeless subpopulations including:
• Chronically Homeless Persons;
• Single Individuals;
• Families;
• Persons with H1V /AIDS;
• Persons with Mental Illness;
• Persons with disabilities;
• Substance Abusers;
• Unaccompanied Youth Under Age 18;
• Veterans.
Included in the report will be a breakdown of the total number of unsheltered homeless
persons in the lower, middle and upper Keys; the number and demographics for homeless
individuals incarcerated in the Monroe County Detention Center; and the number of
homeless children attending Monroe County Public Schools.
Data on individuals and families duration of time homeless; causes of homelessness;
length of time in Monroe County; sources of income; mainstream benefits; and services
needed, will also be summarized.
'rhe members of the Monroe County Homeless Services Continuum -of -Care are very
grateful for the assistance provided by numerous volunteers, homeless service providers,
law enforcement agencies, hospitals, churches, media, and local government officials.

Status and Numbers of HOMELESS VETERANS in Monroe County
Key Largo — 0.
Marathon — 3. One of the three lives and thrives on his boat, but due to HUDs definition of
housing, he is classified as "homeless" since his boat is not a "fixed structure ". One of the three
is a "wanderer" who each year stays in Marathon for a couple months, then travels up and
down the Keys, and then heads back up north to parts unknown, only to return again the next
year. The third receives monetary support via a non - service connected disability pension;
however, he chooses to live outdoors and vehemently opposes being housed in any capacity.
Key West —12. Three choose /prefer to be homeless and are receiving monetary support via
non - service connected disability pensions. Two who choose /prefer to be homeless and receive
VA medical care but are otherwise ineligible for monetary benefits. Two are ineligible for any
VA benefits due to being dishonorably discharged, and they prefer to remain homeless. We
also have 5 "other than honorable" veterans in Key West who have lived here a long time, and
due to the status of their discharges, are ineligible for any and all VA benefits. None of these 5
individuals are seeking assistance or have any interest in being housed in any capacity.
Additionally, over the past year we have screened 20 individuals countywide who consider
themselves veterans; however, did not meet the standards which would allow them to be
classified as a veteran and eligible to receive VA benefits. They are as follows:
6 had "other than honorable" discharges and are ineligible for any and all VA benefits
4 had an "uncharacterized discharge" meaning they were discharged in boot camp and are not
considered veterans, and are ineligible for any VA benefits
8 that were never considered veterans according to the US Government, VA, FBI, and all other
searchable databases
2 that were discharged under honorable conditions but were ineligible for benefits because they
did not serve the minimum amount of time required to be eligible for VA benefits
Finally, there are 4 individuals who were previously mentioned /counted above who are
currently incarcerated:
3 — who have "other than honorable" discharges and are constantly in and out of jail (open
container violations, trespass, etc.) and are not eligible for any veteran related services
1 — who chooses to be homeless even though he is receiving VA benefits AND has a family
member in another state who wants him to come live near family
To summarize, there are EIGHT (8) known homeless ve terans in Monroe County.
There are twenty -seven (27) known individuals who are either NOT veterans or are
not eligible for any VA services or benefits due to the nature of their discharge.
