AGENDA ITEM WORDING: Approval to temporarily extend the park hours at Big Pine Park
from the beginning of the Monroe County School District's Summer Vacation which at this time
is scheduled to be June 6, 2014, until the First Monday after Labor Day.
ITEM BACKGROUND: The Parks and Recreation Advisory Board (PRAB), met on February 10,
2014, at the Big Pine Ivey Park. Several residents attended the meeting to request that the hours at Big
Pine Park be extended during the Summer months, or at least from the beginning of the Monroe
County School District's vacation which this year is scheduled to start .tune 6, 2014, until the First
Monday after Labor Day. After hearing the comments from the residents the PRAB unanimously
agreed to snake the recommendation to the Board of County Commissioners. Extending the hours will
give kids and families with working parents the opportunity to participate in outdoor activities after
hours.

Call to Order: Chair Miller called the meeting to order at 6:01 pm. A quorum was present.
Self -Introductions
Chair Miller welcomed all to the meeting.
Chair Miller went on to explain to attendees that the Monroe County Parks and Recreation Advisory
Board make no decisions, the group provide recommendations to the Board of County Commissioners.
He further stated that the Board is the community's conduit to the Commissioners themselves, and that
the BOCC listen to the Advisory Board in most cases.
Summary Minutes were not available for review, they will be approved at the next meeting.
NEW BUSINESS
Mr. Kautz brought to the attention of the Board the tights at the park, how bright they are and how
some nights they do not shut-off on time. He stated that at one time they (County) had told him that
hoods were going to be installed on the lamps but it was never done.

Co Chair Boilini made the motion to reaffirm that the lights will be repositioned, and the hoods
purchased and installed where feasible.
Member Mock second the motion.
Chair Miller directed to Ms. Washington to contact facilities to see if anything can be done, and also
find out about the hoods that were to be installed.
Skate Park
Residents are concerned that the Big fine Skate Park is under-utilized by kids, and they believe it is
because of the strict helmet and padding rules. Attendees were wondering if the rules can be relaxed.
There are other local parks in the County that the only requirement to use the park is that you wear a
helmet.
The Park is being used after hours by kids that jump the fence, and as you can imagine they do not
have protection while skating. It is the opinion of some residents that kids need healthy recreation and
that the rules should be relaxed a little.
Chair Miller and Boilini suggested that staff research where the idea for the rules at the skate park
came from and check with legal to see if they can be relaxed.
Residents stated that some kids skate on the basketball courts instead of the Skate Park.
Amphitheater
It was suggested that the County consider building an amphitheater on the property of Big Pine Park.
According to residents there is support from the local Chamber of Commerce and the notary Club.
There were residents in attendance that did not support the idea of an amphitheater due to the noise and
the parking chalienges. The 4th of July celebration was cited as an example of the challenges in
handling crowds at the park, and the limited parking.
Meeting attendees stated that they did not mind the 4'h of July event because it takes place once a year,
but with an amphitheater it could potentially be every weekend.
Phis subject brought up many questions such as:
Who will maintain? How will it be used.? Will a new noise ordinance be needed? Who will control
the sound? How much would building an amphitheater cost'?
Residents cited the experience of the City of Key West in trying to build an amphitheater at Truman
Annex.
Some residents feel that instead of an amphitheater Big Pine Park should have a swimming pool.
Other residents stated that they would like to see shaded pavilions at the Park.

Though proponents said that they would continue to research the idea and would bring further
information in the future, many residents in attendance shared that they do not feel that an
amphitheater is appropriate for this community.
Extending Park Hours
A number- of residents requested that Park hours be extended until sunset from the end of the school
year in June to September.
Co Chair Boilini made the motion to recommend to the Board of County Commissioners that Park
hours be extended from 8:OOAM to 9:OOPM during Summer vacation, which this year starts ,tune 6"'
and will revert to the old time the "First Monday after Labor Day."

Public Comments
Residents suggested that the palms at the Bocce courts be trimmed.
Residents also complimented Park staff on how nice the Park looks, and what excellent service they
provide. It was voiced by several residents that, "The Park is a real asset to the community."
Ms. Washington also informed the group that the Vietnam Memorial Wall is on schedule to be in Ivey
Largo in April 2414.
