will reimburse the County 100% of the cost.

SUBJECT: Full Building Generator for Nelson Government Center
Action Requested: Approval of purchase and installation of a full building generator for the
Nelson Government Center.
Basis for Recommended Action:
1. The generator will be funded be Department of Health by reallocating FY14 unused state
grant funds.
2. The existing generator supports only the emergency lights and communications systems.
The replacement will support the full building including climate control.
3. With the replacement generator, the building could be used for all County functions during
any extended power outage and could potentially be used for special needs sheltering to
avoid transport to FIU for these citizens, when required.
Background:
The local Department of Health has sought funding for such a replacement generator for several
years on the County's behalf. It was successful this year when unused grant funds were identified.
The original design of the building included a full building generator which was removed from the
scope to conserve capital prior to final design. The automatic transfer switch (ATS) was included
in the design and construction in the hope that eventually the generator would be upgraded.
Installation of a full building generator, which includes a fuel tank and connections to the existing
ATS will permit full use of the building for normal operations; special needs sheltering (using the
lobby or auditorium which is configured with moveable partitions and bathrooms), and, if
necessary; or, as a base of operations for recovery work following any event. While the building is
not designed for use as a backup emergency operations center, it houses both DOH and County
staff who will be instrumental in any response operations. Addition of a full building generator at
no cost to the County is the right thing to do. Staff recommends approval of the purchase
contracts. One is from a State contract and the other is our generator service contractor.

SUBJECT: Purchase of Generator for MENGCC to Allow Special Needs Sheltering
Dear Mr. Eadie:
The County requests your approval to purchase a 400 kW generator and associated cabling using
unallocated grant funds you identified. The purchase of this generator will provide sufficient power to
allow full building operation including climate control during. This will make the building a candidate for
use as a special needs shelter thus eliminating evacuation for these residents during most weather events.
The total requested amount is $159,085. This consists of the purchase price of the generator itself
($103,480) plus the necessary cables ($55,605) to allow connection of the generator to the automatic
transfer switch (installation of which is provided by the County). The generator installation (including
permits, tie downs and pad, as needed) will be provided by the County. The attached two quotations are
separate because the County can direct purchase the generator itself through a state-wide Sheriff's contract
at a favorable price without sales tax. The cables will be provided by the County's generator maintenance
contractor (All Power Generators Corporation).
With your approval, the order will be placed and the generator purchased during this fiscal year. Thanks for
