AGENDA ITEM WORDING: Approval of a Resolution providing support for submission of
grant applications by Project Management for funding of two projects in the amount of $200,000
each from the Florida Boating Improvement Program (FBIP) and affu the County's ability to
provide local match funding. The projects are installation of a boat dock and parking lot repairs at
the Geiger Key Boat Ramp and installation of educational and safety kiosks at all Monroe County
boat ramps. The FBIP grants will provide 75% funding with Monroe County providing 25%
matching funds on each.
ITEM BACKGROUND: The FWC FBIP grant program provides annual grant funding for boating
and waterway projects under the categories of Boating Access Facilities, Derelict Vessel Removal,
Boater Education, and Other Local Boating Related Activities. The application period for the
FY'2018 -2019 grant cycle is February 1, 2018, through April 4, 2018. Project Management proposes
submitting FBIP grant applications for two projects, which will be $200,000 each.
One FBIP grant, under the Boating Access Facilities category, will provide 75% funding for the
installation of a new boat dock and parking lot repairs at the Geiger Key Boat Ramp. Monroe
County would provide 25% matching funds.
A separate and additional FBIP grant, under the Boater Education category, will provide 75%
funding for the installation of boater educational and safety kiosks, stocked with boater guides,
pamphlets, and brochures, that will increase public knowledge of boating issues through these
informational kiosks located at all Monroe County Boat Ramps. Monroe County would provide 25%
matching funds.
Current FBIP Guidelines require that multiple applications from an applicant be prioritized.
Prioritization does not allow for additional /bonus points to be assigned by the FBIP evaluation
committee, but rather provides additional information to the evaluator. Based on the applications
and the current County needs, staff has provided the attached letter for the Mayor to sign, which
provides prioritization of the two projects, in the following order:
1) Geiger Key Boat Dock and Parking Lot Repairs
2) Monroe County Boater Educational and Safety Kiosks
Project Management applied for these same two grants in the FBIP 2017 -18 grant cycle, but they
were denied funding.
PREVIOUS RELEVANT BOCC ACTION:
May 16, 2012 Board of County Commissioners approved a Joint Agreement to maintain Public
Access and Storm Water System for the purposes of completing the requirements of the Joint Permit
with the Army Corps of Engineers and the Florida Department of Environmental Protection and
receiving authorization to perform the repairs on the Boat Ramp.
March 15, 2017 BOCC approved Resolution No. 086 -2017 providing support for submission of
grant applications by Project Management for funding of the two same projects proposed herein
from the FBIP and affirming County's ability to provide local match funding. The applications to
the FBIP however, have been denied.

Monroe County greatly appreciates the Florida Fish and Wildlife Conservation Commission (FWC) Florida
Boating Improvement Program (FBIP) grant funding opportunities and funding that has been awarded in the
past to the County for boating waterway related projects.
For FY'2018 -2019, Monroe County is submitting multiple grant applications for important projects to help
provide increased public water access, and increase public knowledge of the unique boating issues within the
Florida Keys. The Board of County Commissioners (BOCC) is submitting one (1) project application under
the category of Boating Access Facilities and one (1) project application under the category of Boater
Education. In accordance with FBIP Guidelines, the BOCC identified the priority of the two (2) projects at
its February 21, 2018, BOCC meeting. The priority is as follows:
1) Construction of a new boat dock and parking lot improvements at Geiger Key
2) Boater education and safety kiosks at all eight (8) Monroe County owned boat ramps

RESOLUTION NO. -2018
WHEREAS, Monroe County's public boat ramps serve the needs of boaters and boating-
related activities on coastal waters within the State and Monroe County; and
WHEREAS, the Florida Fish and Wildlife Conservation Commission has established an
application submission cycle and will accept grant applications for the Florida Boating
Improvement Program (FBIP); and
WHEREAS, the FLIP application submission period is February 1, 2018 through April 4,
2018; and
WHEREAS, eligible applicants are all county governments and incorporated
municipalities of tire State of Florida and other legally constituted local governmental entities
and benefit of the public, and
WHEREAS, FBIP is a competitive grant program which provides financial assistance to
local governmental entities for projects designed to serve the needs of boaters and boating-
related activities on coastal and inland waters within the state pursuant to Sections 206,606 and
327.47 FS,, and
WHEREAS, Section 206.606U)(ML.FS., provides that minimum of $1.25 million of the
funds collected from fuel sales tax that is transferred to the State Game Trust Fund shall be used
to fund local projects to provide recreational channel marking and other uniform waterway
markers, public boat ramps, lifts and hoists, boater education, marine railways, and other public
launching facilities, derelict vessel removal, and other local boating-related activities.; and
WHEREAS, Section 327,47, FS authorizes the Commission to fund projects through a
competitive grant program using a portion or the moneys attributed to the sale of motor and
diesel fuel at marinas transferred to the Marine Resources Conservation Trust Fund pursuant to
Section 206.606(t)(d), FS.; and
WHEREAS, Section 328.72(15), F.S. provides $1 from each recreational vessel
registration fee to be deposited into the Marine Resources Conversation Trust Fund to fund a
grant program for public launching facilities,: and
WHEREAS, the Monroe County Board of County Commissioners supports outdoor
recreation projects for which funding is requested from the Florida Fish and Wildlife
Conservation Commission; and
WHEREAS, Monroe County is able to serve as a local sponsor and has the ability to
provide the local funding share necessary to implement the F' 1P in which the County elects to
participate; and
