Assumes full responsibility for the administration of the County Safety Program and provides direction and leadership on safety issues. This position is required to become fully knowledgeable of the County's Safety Program as outlined in the Safety Manual and ensure that all aspects of it are followed. Work is performed under the supervision of the E mployee Services Director. KEY RESPONSI 1. *Coordinates and consults with Division Directors and Department Heads and Supervisors regarding health and safety issues in their respective areas. 2. *Takes initiative in identifying potential problems or opportunities for improvement makes effective recommendations and ensures appropriate follow -up. 3. *Provides guidance in regards to compliance with the county's safety program. Ensure that responsibilities as outlined in the safety program are carried out by Supervisors and Safety Representatives. Reports non - compliance to the Department/Division Director and Employee Services Director. 4. *Coordinates and/or conducts necessary safety training to Supervisors, Safety Representatives and employees as directed. Continually follows up with trained individuals to ensure that duties are being carried out in accordance with the safety manual. 5. *Conducts regular safety audits of county departments including the inspection of facilities, worksites, equipment, work practices, and safety devices to ensure compliance. Reports findings to department and recommends changes if appropriate. 6. *Meets with the Safety Accident Review Board on a quarterly basis and functions as advisor. The Safety Officer must use this Board to its full potential in assisting him/her in carrying out the County's Safety Program. 7. Supports strategies to reduce incidents resulting in financial liability, thereby reducing costs associated with worker's compensation and general liability claims. Regularly communicates with the Risk Administrator and Benefits Administrator to discuss claims and strategies. 8. Develops policies, plans and procedures as needed to minimize risk to the public and employees. 9. Develops and maintains working relationships at all levels. 10. Observes work in progress and ensures that proper safety equipment is worn and procedures are followed. 11. Participates in investigations and inspections as needed. 12. Analyzes data and prepares reports. Reviews accident and incident reports and performs statistical studies of the County's accident data to prevent future occurrences. 13. Reviews driving records of all employees to ensure compliance of driving policy. 14. Assists in budget preparation. 15. *Travels throughout Monroe County as needed. * Indicates an "essential" Job function.
