Discussion and direction of fees for lateral sewer connection and grinder pump permit connections.
ITEM BACKGROUND:
In the past, sewer laterals were deemed to be $70. The individual fees, derived from the fee resolution,
that make up that amount are attached. This fee structure was interpreted as shown in Option lA of the
attachment and prior to the County being required to participate in the Fish and Wildlife Service
(FWS)/Federal Emergency Management Agency (FEMA) Permit Referral Process (PRP), which was
established to eliminate the FEMA injunction against issuing flood insurance in a large geographic area
of unincorporated Monroe County. The previous interpretation, (Option 1A) found in the attachment
required a $70 fee for lateral hookups, required plumbing review only and 3 -4 inspections.
If a parcel of land is within a Species Focus or Buffer area, PRP review adds additional requirements to
the County issuing a building permit.
County staff has worked with Florida Keys Aqueduct Authority (FKAA) staff to develop projected fees
for lateral hookups, including PRP and grinder pump hookups. Under the grinder pump scenario,
FKAA installs equipment on private property without permitting through County Growth Management
Division. The homeowner is still required to obtain plumbing and/or electric for the hookup to the
grinder system. The attached table demonstrates the fees, based on resolution 260 -2013 which is also
attached.

Option 1: Staff recommends that interpretations 1B and 2 on the attached table be used, as this is how
the fee schedule currently appears to apply to the current installations.
Option 2: Continued use of interpretation 1 A, with the addition of PRP review, and the application of 2
based on Grinder installations.
Option 3: Direction to staff, by BOCC, to amend the fee schedule according to the Board's direction, to
develop alternate fees.

A RESOLUTION AMENDING RESOLUTION NO. 230 -2013, THE
BUILDING DEPARTMENT FEE SCHEDULE, ELIMINATING
FEES FOR OVER - THE- COUNTER APPLICATIONS IN A -6 AND
ADDING SHUTTERS; CLARIFYING FEES IN K -10 BY ADDING
PER DISCIPLINE; CLARIFYING FEES IN K -14 FOR RESEARCH
REQUESTS RELATING TO PERMIT INVESTIGATIONS TO
CLOSE OPEN/EXPIRED PERMITS; AND CLARIFYING FEES
FOR THE FLORIDA PERMIT SURCHARGE PROGRAM
REQUIRED BY F.S. 553.721 AND F.S. 468.631.
WHEREAS, the Monroe County Board of County Commissioners wishes to provide the
citizens of the County with the best possible service in the most cost effective and reasonable manner;
and
WHEREAS, the Board finds that it is in the best interests of the public to charge the true cost
for such services, thereby placing the burden of such costs directly upon those parties deriving the
benefit from such services; and
WHEREAS, the updated fee schedule prepared by the Growth Management Director for
providing these services includes the estimated direct costs and reasonable indirect costs of services;
and does reflect the true cost of providing the services to the person(s) requesting the Building
Department services; and
WHEREAS, the Board concurs with the conclusions and findings of the Growth
Management Director,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
