AGENDA ITEM WORDING: Approval of a Resolution to accept funds from The Miami
Foundation which will serve as matching funds for a Federal Grant application with the U.S.
Economic Development Administration. This grant will fund a Local Disaster Recovery Director
position and associated travel, equipment and supplies.
ITEM BACKGROUND: Concurrent Agenda Item #3873 is seeking the approval of 4 Full Time
Equivalent Positions to assist with disaster recovery following Hurricane Irma. One of the 4
positions is a Local Disaster Recovery Manager/Director. That position will be funded by a Grant
from the US Economic Development Administration if the position is approved by the BOCC, the
BOCC approves of the Grant application, and the Grant is awarded. That Grant is for the amount of
$200,000 over a 2 -year period, with a $50,000 County match. The Miami Foundation, as described
in this Resolution, has agreed to fund the $50,000 match on behalf of the County.

A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS ACCEPTING A $50,000 GRANT FROM THE MIAMI
FOUNDATION, TO SERVE AS A CASH MATCH FOR A GRANT FROM
THE U.S. ECONOMIC DEVELOPMENT ADMINISTRATION, TO FUND A
POSITION TO BE CREATED FOR LOCAL DISASTER RECOVERY
MANAGER; AND AUTHORIZATION FOR THE COUNTY
ADMINISTRATOR TO TAKE ALL NECESSARY STEPS IN ORDER TO
ACCEPT THE CASH MATCH AWARD, INCLUDING EXECUTION OF
ALL NECESSARY DOCUMENTS.
WHEREAS, concurrent with this agenda item, Monroe County staff is asking for
authorization to create a new grant- funded position, Local Disaster Recovery Manager, and is also
asking for authorization to apply for a grant (Grant) in the amount of two hundred thousand
dollars ($200,000.00) from the U.S. Economic Development Administration ( USEDA); and
WHERAS, if the Monroe County Board of County Commissioners (BOCC) authorizes
submission of the USEDA grant application and if the County receives the Grant, the USEDA
Grant would be used to pay for the Local Disaster Recovery Manager position for two (2) years;
and
WHEREAS, the terms of the USEDA Grant requires a local match, in the amount of fifty
thousand dollars ($50,000.00); and
WHEREAS, the Miami Foundation, Inc., a philanthropic not - for - profit corporation based
in Miami, has graciously committed to provide the cash match required for the USEDA Grant in
the amount of $50,000 ($25,000 per year, for each of two years), contingent upon the County's
receipt of the grant from USEDA. A copy of the Foundation's commitment letter is attached
hereto as Exhibit A and its terms are incorporated by reference.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows:
Section 1 . Monroe County is authorized to accept the cash match award from the
Miami Foundation in the amount of $50,000.00 total ($25,000.00 for each of two years).
Section 2. The funds from the award shall be used exclusively to supply the match for
the USEDA Grant, and for payment of salary, benefits, travel, equipment and supplies for the
Local Disaster Recovery Manager.
Section 3. Acceptance of the award from the Miami Foundation and use of the funds is
conditional upon (a) BOCC approval of creation of the Local Disaster Recovery Manager
position; (b) BOCC approval of submission of the application for the USEDA Grant; and
(c) receipt of the USEDA Grant by Monroe County.

Section 4. The County Administrator is authorized to take all necessary steps in order
to accept and process the cash match award, including execution of all necessary documents.

We are delighted to share that The Miami Foundation has agreed to commit to providing cash match in the
amount of $50,000 to Monroe County. This commitment is contingent upon the County receiving the grant from
the U.S. Economic Development Administration to fund a Local Disaster Recovery Manager.
The funds will be committed to the project for the period of performance (two years), will be available as
needed and will not be conditioned or encumbered in any way that would preclude its use consistent with the
requirements of EDA investment assistance.
