Discussion and direction to staff to develop a policy for lots/parcels
acquired for density reduction purposes.
ITEM BACKGROUND:
The County has started to purchase lots/parcels for density reduction
purposes in anticipation of the exhaustion of ROGO allocations in 2023. Under the program to date,
the County has acquired seven lots on Duck Key and seven lots in the Tropical Bay Subdivision on
Big Pine Key. Now that the acquisition of lots has begun, a policy for managing the inventory needs
to be developed.
Unlike conservation lots acquired by the Land Authority for environmental preservation purposes,
density reduction lots/parcels have little to no conservation value. Many are located in developed
neighborhoods so questions about future county uses of these lots/parcels are of concern to nearby
property owners.
Potential public uses include maintaining the lots/parcels as open space, recreational facilities such
as neighborhood parks, and constructing public facilities where appropriate. Additionally, once the
right to develop housing has been retired from a lot/parcel, the County could seek to dispose some
lots/parcels through sales to adjacent property owners who use the property to build accessory uses
in support of their principal or to local property owners associations who could take on the
management of those lots/parcels and use them for permissible non-residential purposes. The
proceeds of the sales could be used to fund the acquisition of additional lots/parcels for density
reduction purposes.
To accomplish these purposes, it may be necessary to create new land use designations (both FLUM
& zoning) for these lots/parcels, amend existing regulations, amend the map designations of
properties, and create other regulations. The purpose of the item is to start the discussion so
direction can be given to staff to prepare and bring back for further consideration ordinances and/or
/parcels.
