A special meeting of the Monroe County Board of County Commissioners convened at 10:00
a.m. at the Marathon Government Center. Present and answering to roll call were Commissioner
Danny Kolhage, Commissioner Sylvia Murphy, Commissioner George Neugent, Commissioner
David Rice, and Mayor Heather Carruthers. Also present at the meeting were Bob Shillinger,
County Attorney; Roman Gastesi; County Administrator, Cheryl Robertson, Deputy Clerk;
county staff and members of the general public.
ADDITIONS, CORRECTIONS, DELETIONS
Item Al A copy of the approved changes are attached at the end of these minutes for
reference.
BULK APPROVALS
A Motion was made by Commissioner Kolhage and seconded by Commissioner
Neugent granting approval of the following Bulk Items. Motion approved
unanimously.
Item B1 Board granted approval of Modification 002 to Agreement No 15WX- OG- 11 -54-
01 -039 between the Department of Economic Opportunity, Weatherization
Assistance Program and County of Monroe (Monroe County Social Services) for
the contract period of 5/1/2015 to 6/30/2016.
Item 132 Board granted approval of Amendment 001 for Home Care for the Elderly (HCE)
Contract KH -1572 between the Alliance for Aging, Inc., and Monroe County
BOCC/Monroe County Social Services for the contract year 2015 -2016 (7/1/15 —
6/30/16) in the amount of $10, 622.00.
Item B3 Board granted approval of Amendment 001 of the Community Care for the
Elderly Contract (CCE) #KC -1571 between the Alliance for Aging, Inc., and
Monroe County OCC/Monroe County Social Services for contract year 2015-
2016 (7/1/15 — 6/30/16) in the amount of $413,700.

COUNTY ATTORNEY
Item C 1 Authorization for the County Attorney to seek an Attorney General's opinion
regarding whether the statutory authority under F.S. 125.01 (1)(q) allows for
municipal service taxing or benefits units to be established for beautification,
landscaping and canal maintenance and restoration. A Motion was made by
Commissioner Rice, seconded by Commissioner Kolhage for approval. Motion
approved unanimously.
Item C2 Approval to schedule an Attorney - Client Closed Session in the matter of Galleon
Bay Corp. v. Monroe County & State of Florida Case No. 2002 -CA -595 -K at the
regularly scheduled BOCC meeting on March 23. 2016 at 1:30 p.m. in Key
Largo, FL. A Motion was made by Commissioner Murphy, seconded by
Commissioner Neugent for approval. Motion was approved unanimously.
PUBIC HEARINGS
Item D 1 First of two Public Hearings to consider adopting an ordinance of the Monroe
County Board of County Commissioners amending the Monroe County Year
2010 Comprehensive Plan to be consistent with the results of the Technical
Document Update (Data and Analysis), the adopted 2012 Evaluation and
Appraisal Report and the 2014 Evaluation and Appraisal Notification Letter and
adopting the Monroe County Year 2030 Comprehensive Plan, Attached as Exhibit
l; providing for severability providing for the repeal of conflicting provisions,
providing for transmittal to the State Land Planning Agency and the Secretary of
State; providing for inclusion in the Monroe County Comprehensive Plan,
Providing for an effective date. (Legislative Proceeding).
Debbie Love presents a presentation for discussion. An update summary of
revisions provided.
Harvey Mitchell and Alicia Putney addressed the Commission as public speakers.

Item E 1 Approval of BOCC -5 appointment of Michael Shipley to the Tourist
Development Council Board to fill the vacancy of Veronica "Ronnie" Harris. His
appointment will expire August 1, 2019. A motion was made by Commissioner
Rice, seconded by Commissioner Murphy for approval. Motion approved
unanimously.
