ITEM BACKGROUND: The Florida Department of Transportation (FDOT) opened the 2015 TAP cycle in
February 2015. This program provides federal funding for alternative transportation projects such as bike paths,
scenic overlooks, and multimodal connections. As part of the review process, FDOT requested that a local
priority ranking be approved by the Monroe County BOCC. The county received a total of five applications.
Four were deemed eligible by FDOT. A fifth was disqualified because no specific funding request was included
in the application. The projects were ranked by an intergovernmental committee that included representatives
from Monroe County, City of Key West, and City of Marathon. The recommended prioritization of 2015
applications is:

2015 TRANSPORTATION ALTERNATIVES FUNDING CYCLE
HISTORY
The Florida Department of Transportation, District 6 (FDOT) opens a Transportation Alternatives Program (TAP) cycle each
year to invite local governments to request funding for alternative transportation projects such as bicycle/pedestrian facilities,
rest areas, and scenic overlooks. Since unincorporated Monroe and its municipalities are not part of an official Metropolitan
Planning Organization (MPO), FDOT has designated Monroe County BOCC as the acting MPO for our region. Upon approval
by the BOCC, local priorities are forwarded to FDOT for consideration. Past grant awards for projects in our county have
included:
✓ Design of a scenic overlook at Rowell's Marina (unincorporated Monroe)
✓ Design and construction of a scenic overlook at Big Pine Swimming Hole (unincorporated Monroe)
✓ Design and construction of a scenic overlook at Big Pine Community Park (unincorporated Monroe)
✓ Rehabilitation of the Pigeon Key Ramp (unincorporated Monroe)
✓ Design and construction of a scenic overlook at Higgs Beach/Reynolds Street Pier (unincorporated Monroe)
✓ Design and construction of the Adams Cut Pedestrian Bridge (unincorporated Monroe County)
✓ Design and construction of Coco Plum Bike Path/Pedestrian Bridge (City of Marathon)
✓ Design and construction of the Marathon Airport Bike Path (City of Marathon)
✓ Sombrero Beach Road Bike Path and Landscape Beautification (City of Marathon)
✓ Truman Waterfront/Duval Connectivity Project — ADA upgrades, sidewalk installation, and drainage improvements
on multiple streets (City of Key West)
✓ Design and construction of the Florida Keys Overseas Heritage Trail (Florida Department of Environmental

✓ Rehabilitation of the Old Keys Bridges (Florida Department of Environmental Protection)
2015 TAP APPLICATIONS
According to FDOT, a total of $3.1 million of TAP funding is available to share between Miami Dade and Monroe Counties on
an annual basis. During this year's cycle, five applications were submitted to the county for local prioritization. A summary of
each project follows:
1) MM-15.7-19.25, FioridKKeys Overseas Heritage Trail - This segment is also -known as "the-luardwai to n�mmC
It includes the area between Lower Sugarloaf and the west end of Cudjoe Key that was previously under construction
by FDEP. Construction halted when funding was depleted. Severe shoreline erosion has resulted in a need to re -design
this trail section in order to complete the lower keys linkage in the Overseas Heritage Trail. FDEP has requested that
FDOT waive the $1 million per year/$3 million per project cap on TAP funding in order to complete the project and
close the lower keys trail gap.

2) Amelia Street Enhancements — This is part of a larger project initiated by the City of Key West to connect the Truman
Waterfront to Duval Street. It includes new sidewalks and ADA improvements. This is Phase 2 of the Amelia Street
project.

3) Bicycle and Pedestrian Master Plan — The City of Key West has requested planning funds to develop a comprehensive
Bicycle and Pedestrian Master Plan.

4) Realignment of Florida Overseas Heritage Trail at Lignumvitae and Tea Table Key Fills - There is an existing
segment of the Overseas Heritage Trail in this location. The Village of Islamorada is in the process of developing a
Master Plan for the fills to improve safety and allow for more efficient use of the fills as a publicly accessible,
recreation area. The current application requests funds to move the existing trail further away from US 1.

5) Construction of the Aviation Blvd Bike Path — The City of Marathon was awarded a TAP grant in last year's cycle to
construct a bike path along Aviation Blvd in Marathon. The bike path will provide a safe linkage for pedestrians to US

STAFF RECOMMENDATION
Prior to ranking the projects, staff sought guidance from FDOT regarding the eligibility of each application. The City of Key
West and the City of Marathon applications were deemed eligible for consideration as submitted. The FDEP application was
deemed eligible up to a maximum of $1 million for consistency with the FDOT TAP Program Guidelines. The Village of
Islamorada application was deemed ineligible because no specific funding request was included.
Following a determination of eligibility, the projects were ranked by an intergovernmental committee that included
representatives from Monroe County, City of Key West, and City of Marathon. The recommended prioritization of 2015
applications is:

After discussions with management regarding the aforementioned two project applications, FDOT is in agreement that
the Village of Islamorada application does not qualify for this TAP cycle because the application does not request a
funding amount and the project limits are outside of the Village limits.
However, FDOT recognizes the importance of the FDEP Overseas Heritage Trail project, and the decision has been made
to keep it under consideration for this TAP cycle with the condition of receiving a maximum of $1 million per cycle.

Thanks for talking with me via phone today regarding the TAP applications. Before we can begin our local ranking
procedure, we need some clarification on two applications:
1) FDEP Overseas Heritage Trail - The FDOT TAP instructions cap the application requests at $1 million/yr and $3
million/project. FDEP has requested $6 million in a single allocation. The Overseas Heritage Trail remains a priority for

The Florida Department of Transportation is pleased to announce the Transportation
Alternatives Program (TAP) application cycle for this year. The TAP is an element of the Federal
Highway Administration's Surface Transportation Program and primarily funds projects for non -
motorized Transportation.
Applicants are invited to submit applications for projects their agency can reasonably expect to
develop between Fiscal Years 2017-2020. New projects are typically programmed in the new
fifth year of the Department's Work Program (2020); however, projects may be programmed
earlier depending on project readiness and funds availability. Funding is subject to the
availability of federal funds and an annual appropriation by the legislature (the spending
authority).
The TAP is administered through the FDOT District 6 Program Management Office. Application
deadline to the MPO and FDOT is March 20, 2015.

for non -drivers, including children, older adults, and individuals with disabilities to access daily needs.

I. Planning, designing or constructing boulevards and other roadways largely in the right-of-way of former
Interstate System routes or other divided highways
J. The Safe Routes to School (SRTS) program

ELIGIBLE PROJECT SPONSORS
Transportation Alternatives applications must be submitted by a sponsor that is a recognized government body or
agency with the ability to enter into a binding contract with the State of Florida. Eligible sponsors are: a municipal
government, a county government, a state agency, a federal agency, or an Indian Tribal Council.
The application package must include a letter of support for the project from the chief executive of the sponsoring
agency. The sponsor must be willing to provide any funding match that may be required; enter into any required
maintenance agreements with the Department; and/or support other actions necessary to fully implement the
proposed project.
GENERAL CRITERIA FOR SELECTION
1. No more than $1 million of TAP funds will be awarded to any single project in any single application cycle, and no
more than $3 million dollars of TAP funds will be awarded to any single project. Applicants whose project costs will
exceed $1 million must demonstrate that they have the additional funds to complete the project.

FDOT TECHNICAL REVIEW (100 points):
The District VI Scoping Committee evaluates applications using the following criteria ():
1. Up to 50 points awarded for: ability to implement the project, status of project design/implementation plan and
production scheduling including all permitting
2. Up to 25 points awarded for: project cost estimating based upon the level of detail provided ranging from order of
magnitude estimates to an opinion of probable costs using unit prices, including estimates for required professional
services
3. Up to 25 points awarded for: current and past performance administering and delivering Transportation
Enhancement /TAP funded/LAP projects; timely and accurate project invoicing practices, and ability to meet project
schedules. (Applicants with no prior projects are awarded 50 points.)
FDOT Technical Evaluation results are forwarded to the MPO Review Committee, or to Monroe County. COUNTY
AGENCY PROJECT EVALUATION (100 points):
I. Up to 15 points awarded for: demonstrating how the project will improve safety for bicycle riders and/or pedestrians
2. Up to 15 points awarded for: improving intermodal transportation linkages, including those that will provide access to
transit stations and/or facilities
3. Up to 15 points awarded for: contribution to mobility enhancement or community development for disadvantaged
groups (i.e. children, the elderly, the poor, those with limited transportation options, and the disabled)
4. Up to 10 points awarded for: contribution to local funding or the completion of previous phases of project
development
5. Up to 10 points awarded for: improving neighborhood or community quality of life
6. Up to 10 points: improving environmental air, noise, water quality, and/or reducing the need for single occupancy
vehicle trips
7. Up to 10 points awarded for: evidence of community support, including minutes of public meetings, newspaper
clippings, petitions, letters of support from local business owners, property owners, nonprofit organizations, political
leaders and other groups
8. Prioritization:
a) Miami -Dade County Projects -up to 5 points awarded for: top priorities identified by the MPO's Citizen's
Transportation Advisory Committee (CTAC), Bicycle/Pedestrian Advisory Committee (BPAC), and Transportation
Aesthetics Review Committee (TARC). Each committee will score 5 points (a maximum total of 15 points)
b) Monroe County Projects— up to 15 points awarded for: top priorities identified by the Senior Director of Monroe

Committee scores each project up to 100 points.

TRANSPORTATION ALTERNATIVES PROGRAM (TAP)
SELECTION AND PRIORITIZATION CRITERIA
2015 CYCLE
Up to 25 points awarded for: MPO and Monroe County agency prioritization. The top ranked project from each county
agency receives 25 points, the second ranked receives 24 points, the third ranked receives 23 points, etc. The final
ranking is submitted to the MPO TAP Coordinator and to Monroe County for the Board. All applicants will be notified of
the results.
PROJECT IMPLEMENTATION
Projects prioritized in this funding cycle are programmed into the FDOT 5-Year Work Program. Project sponsors work
with FDOT to execute project funding agreements in a timely manner.
Project sponsors must enter into a Local Agency Program (LAP) agreement with FDOT prior to the start of any work
for which they wish to be reimbursed. The LAP will control the project funding process. Funds spent by the sponsor
before execution of a LAP Agreement cannot be reimbursed by FDOT. LAP projects must meet federal requirements,
standards and rules and procedures governing federally funded transportation projects, including right-of-way
certification, environmental review and Americans with Disabilities Act (ADA) compliance. Local Agency Program
