BACKGROUND: Monroe County's fiscal year 2014 adopted capital budget included a line item
of $150,000 to reimburse the Key Largo Fire Rescue and Emergency Medical Services District for the
purchase of fire vehicles and $100,000 for the reimbursement of fire hydrant installations.
During Fiscal Year 2014, the County Administrator met with officials of the District and agreed to
seek approval to extend the reimbursement program for two additional fiscal years. Fiscal years 2015
and 2016 will each include the reimbursement to the District of $150,000 for fire vehicles and
$150,000 for fire hydrant installations.
At the August 20, 2014 BOCC meeting, a three year Interlocal Agreement was approved authorizing
additional reimbursements to the District for FY 2015 and FY 2016. In March 2015, the District
requested an amendment, allowing them to modify the amount spent per year during the term of the
Agreement as long as the overall total remained the same and the funds were spent by the end of the
final year.
PREVIOUS RELEVANT BOCC ACTION: Adoption of the Five Year Capital Plan along with the
Budget on September 26, 2013. Approval of an Interlocal Agreement on August 20, 2014.

Largo Fire Rescue and Emergency Medical Services, an independent special district, (hereaft
"DISTRICT") (hereafter collectively, the "Parties").
WHEREAS, Section 163.01, Fla. Stat. provides that a public agency of this state,
defined to include political subdivisions and special districts, may exercise jointly with any other
public agency any power, privilege, or authority which such agencies share in common and
which each might exercise separately, and that the joint exercise of power shall be evidenced in
the form of an interlocal agreement; and
WHEREAS, on August 20, 2014 the Parties entered into the Agreement, pursuant to
which the DISTRICT will purchase fire vehicles and purchase and install fire hydrants and the
COUNTY will reimburse the DISTRICT using infrastructure sales surtax monies; and
WHEREAS, paragraph 3.3 of the Agreement set forth the maximum amount that would
be reimbursed in each of fiscal years 2014, 2015 and 2016, for fireJEMS. vehicles and for
hydrants; and
WHEREAS, the DISTRICT has represented that it was unable to spend the amount set
aside for FY 2014 for fire hydrants ($100,000); and

NOW, THEREFORE IN CONSIDERATION of the mutual premises and covenants
set forth below, the parties hereto agree as follows:
