Rhonda Haag, 453-8774 AGENDA ITEM WORDING: Approval of Amendment No. 7 to the contract with Amec Foster Wheeler Environment 8t Infrastructure, Inc. that provides for the Selection of Canal Demonstration Projects and Homeowner Coordination Services to authorize a five month no cost time extension to the contract from July 15, 2015 to December 15, 2015. ITEM BACKGROUND: Work under the contract has been ongoing and the three largest canal demonstration projects are successfully underway. The schedule for the remaining authorized demonstration projects consisting of weed gates and culverts was intentionally delayed so as not to hinder progress on the largest projects. An extension of time is requested to allow AMEC time to continue to perform homeowner coordination tasks in the current contract for the remaining projects. Note that the Eden Pines "pumping project" is not included in the services covered under this request for time, and has not yet been authorized for the engineering design of the demonstration projects. Coordination is still underway with the homeowners, the USFWS Refuge, and the Canal Advisory Team to determine the most appropriate conceptual design for that project. A future amendment for time and funds is anticipated for the design and system access agreements. The total contract value remains unchanged at $149,710.74. PREVIOUS RELEVANT BOCC ACTION: L Contracts and action for the Selection of Canal Demonstration Projects: 1. 5-15-13: Approval of a $37,725 contract with AMEC to select the demonstration projects, as a result of a request for quotes. 2.8-21-13: Provided direction on the selection process for use in selecting the top 15 canal restoration projects and the final 5 demonstration projects. 3.9-17-13: Approval of Amendment No.1 to the AMEC contract for select the demonstration projects for a no - cost time extension. 4. 10-16-13: Approval of the top 15 canals, selection of 6 canals for the demonstration projects, and a 90 day limitation on the homeowner approval period. 5. 11-20-13: Approval of Amendment No. 2 to the AMEC contract for selection of the demonstration projects to provide additional services in the form of homeowner coordination for the hundreds of homeowners on the canals in the amount of $31,391.13. $5,000 of Amendment No. 2 funds are reassigned from Task 02 "Update the Canal Management Master Plan Database" to Task 01: Homeowners Approval Coordination", retroactive to February 20, 2014. 6. 4-16-14: Approval of Amendment No. 3 to the AMEC contract for selection of the demonstration projects to provide additional services in the form of homeowner coordination for the hundreds of homeowners on the canals in the amount of $28,159.25 and a 90 day extension to September 30, 2014. 7.6-11-14: Approval to apply to the U.S. Environmental Protection Agency (EPA) for the water quality outreach services grant. 8. 10-17-14: Approval to enter into a Grant Agreement for a $234,190.00 grant awarded by the EPA in support of two environmental education programs for canals, of which $100,000 of canal restoration fiords were offered as cash match, $59,190 was offered in -kind services from the WAS Extension Service, and of which $75,000 is awarded in cash to the County. 9. 12-10-14: Approval of Amendment No. 4 to the AMEC contract for selection of the demonstration projects to provide additional services in the form of homeowner coordination for the active canal demonstration projects in the amount of $14,935.50. 10.12-10-14: Approval of Amendment No. 5 to the AMEC contract for selection of the demonstration projects to provide Public Outreach Services related the Canal Management Master Plan Education Program, as provided under EPA Grant OOD26914 for Canal Outreach Services in the amount of $37,499.86. 11. 02118/15: Approval of Amendment No. 6 to the AMEC Foster Wheeler contract authorizing a name change.
