AGENDA ITEM WORDING: Discussion and adoption of a Resolution assigning additional duties to
the Affordable Housing Advisory Committee based on recommendations in the Workforce Housing
Stakeholder Assessment Report according to Section 7-201(c) of the Monroe County Code.
ITEM BACKGROUND:
In 2008, the Monroe County Affordable Housing Advisory Committee (AHAC) was established to
comply with requirements in Ch. 420, F.S., related to the County's participation in the State Housing
Initiatives Partnership Program (SHIP). At that time, the BOCC created Section 2-701 of the Monroe
County Code, which establishes the duties of the AHAC, consistent with the statutory requirements.
In August, 2014, the BOCC approved an agreement with the FCRC Consensus Center, FSU, for
professional services on an Affordable Workforce Housing Stakeholder Assessment, in order to assess
the current workforce/affordable housing situation in the County and propose a process for developing
recommendations to increase the supply of affordable housing. The report recommends that the BOCC
assign a number of additional duties to the AHAC to address increasing affordable housing in order to
address the current workforce/affordable housing situation. Pages 4 and 5 of the report show these
duties.
Per Section 7-201(c) of the code, "the advisory committee may perform additional responsibilities
related to affordable housing at the request of the BOCC, including creating best management
practices for the development of affordable housing in the community."
Staff has drafted a resolution for the BOCC's consideration which outlines the additional duties
recommended in the Workforce Housing Stakeholder Assessment Report by the FSU Consensus
Center.
PREVIOUS RELEVANT BOCC ACTION:
On May 21st, 2008, the Board of County Commissioners adopted Ordinance 014-2008, which created
Sections 2-700 through 2-703 of the Monroe County Code to establish the Affordable Housing
Advisory Committee, including its membership requirements and assigned duties.
At a regular meeting held on August 20, 2014, the BOCC discussed a possible need to reconvene the
Monroe County Affordable Housing Advisory Committee, and also approved an agreement with the
FCRC Consensus Center, FSU, for professional services on an Affordable Workforce Housing
Stakeholder Assessment.

RESOLUTION NO. -2015
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, ASSIGNING TO THE MONROE COUNTY
AFFORDABLE HOUSING ADVISORY COMMITTEE ADDITIONAL DUTIES
BASED ON RECOMMENDATIONS IN THE APRIL 2015, WORKFORCE
HOUSING STAKEHOLDER ASSESSMENT REPORT.
WHEREAS, on May 21, 2008, the Board of County Commissioners of Monroe County
adopted Ordinance 014-2008, which amended the Monroe County Code to establish the Affordable
Housing Advisory Committee, including its assigned duties; and
WHEREAS, Monroe County Code Section 2-701 includes the specific duties of the
Affordable Housing Advisory Committee; and
WHEREAS, Monroe County Code Section 2-701(c) states that the advisory committee may
perform additional responsibilities related to affordable housing at the request of the BOCC,
including creating best management practices for the development of affordable housing in the
community; and
WHEREAS, the Board of County Commissioners, at a regular meeting held on the 20t' of
August, 2014, approved an agreement between FCRC Consensus Center, FSU, and Monroe County
Board of County Commissioners for professional services on Affordable Workforce Housing
Stakeholder Assessment; and
WHEREAS, at a regular meeting held on the 20`h of May, 2015, the Board of County
Commissioners reviewed and discussed the Monroe County Workforce Housing Stakeholder
Assessment Report generated by FCRC Consensus Center, FSU, dated April 2015; and
WHEREAS, the recommendations made in the report include assigning additional duties to
the Affordable Housing Advisory Committee.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY:
Section 1. In addition to its regular duties listed in Section 2-701(b) of the Monroe County Code,
the Monroe County Affordable Housing Advisory Committee is charged with the following
additional duties, in accordance with Section 2-701(c) of the Monroe County Code:

The Monroe County Affordable Housing Advisory Committee shall be tasked with creating a
Workforce Housing Development Plan; through the completion of the following:
By October 2015:
1. Propose a definition for "Workforce" and the need within and for providing housing for
various income levels (very low, low, median and moderate);
Within 1 year from the effective date of this resolution:
2. Develop solutions for rental housing;
3. Develop incentives for development of workforce housing on Tier III properties;
4. Develop strategies for increasing density to encourage workforce housing development,
such as micro housing and dormitories;
5. Develop strategies to increase the Monroe County Housing Authority's role in workforce
housing, specifically as a management entity for rental workforce housing;
6. Explore and propose expanding local funding sources (local government, private/public
partnerships, community/charitable organizations) to help expand workforce housing in
Monroe County;
7. Review and propose amendments to statutes to address:
a. Sadowski Trust Fund donor inequity,
b. Allow Land Authority funds to be used for extending deed restrictions or buying
back expired deed restrictions to preserve affordable housing,
c. Amend Low Income Housing Tax Credit (LIHTC) program to require on -site
management longer than 15 years,
d. Amend or increase 1 cent Tourist Impact Tax to provide dedicated funding for the
provision of workforce housing specifically for the hospitality industry; and
8. Develop strategies to assist in developing inclusionary housing requirements for hospitality
and commercial sector to build workforce housing;

Mayor Kolb and Commissioners. I am Deb Curlee Vice President of Last Stand and I am speaking
today on behalf of Last Stand.
Last Stand supports the commission's efforts to work on solutions to the affordable housing crisis.
Last Stand has concerns about the following proposed recommendations for the expanded duties of the
advisory committee.
• The comprehensive plan places restraints on several areas included in the proposed
recommendations. Members need to be aware of the restrictions of the ROGO system,
increases in density, highway capacity and evacuation times.
• The DRC is now in the process of addressing height regulations for the comprehensive plan.
• There needs to be a citizen-at-large member of the committee with no financial ties to
affordable housing needs.
Last stand supports the reusing, remodeling and repurposing of existing affordable housing.
The existing definitions of income requirements to qualify for affordable housing need to be updated to
reflect the current incomes of professional and service industry employees.

WORKFORCE HOUSING—BOCC direction to staff—May 20,2015
The Monroe County Planning &Environmental Resources staff shall be tasked to coordinate
with the Monroe County Affordable Housing Advisory Committee and shall be tasked to
work on the following:
1. Amend the Land Development Code based on the a new "workforce" housing
definition;
2. Review and propose Land Development Code amendments for providing housing for
various income levels (very low, low, median and moderate);
3. Review and propose Land Development Code amendments for encouraging
workforce rental housing and for creating a local requirement for management of
rental housing;
4. Propose amendments to the distribution of ROGO allocations by income level;
5. Coordinate with the Land Authority to prioritize the purchase of Tier III properties for
development of workforce housing;
6. To preserve and maintain existing affordable housing, develop a financial incentive to
encourage property owners to extend existing deed restrictions;
7. Identify Tier III and Tier III-A (SPA without native habitat) for workforce housing
sites and audit publicly owned property for suitability for affordable housing on Tier
III properties;
8. Review and propose amendments to statutes to address:
a. Sadowski Trust Fund donor inequity,
b. Allow Land Authority funds to be used for extending deed restrictions or
buying back expired deed restrictions to preserve affordable housing,
c. Amend Low Income Housing Tax Credit (LIHTC) program to require on-site
management longer than 15 years,
d. Amend or increase 1 cent Tourist Impact Tax to provide dedicated funding for
the provision of workforce housing specifically for the hospitality industry;
and
9. Develop and process inclusionary housing requirements for hospitality and
commercial sector to build workforce housing.
The Monroe County Board of County Commissioners and County staff have a goal of
facilitating affordable/workforce housing in conjunction with other partners, including but
not limited to FIRM, and Miami-Dade Transit, as follows:
1. Consider height restrictions in light of Federal flood insurance changes and the
creation of more workforce housing;
2. Creation of development incentives and public-private partnerships, such as a
property tax exemption for workforce housing units;
3. Address related workforce issues due to high cost of housing:
a. Insurance (wind and flood),
b. Childcare,
c. Food insecurity,
d. Living wage,
e. Transportation/Transit,
f. Assistance toward down payment/rental deposit;
4. Address insurance to give commercial properties that are used for workforce
housing the same discount primary homeowners obtain for wind and flood; and
5. Address online marketplace for vacation rentals that connects users with property
to rent with users looking to rent the space(e.g. AirBnB) and its impact on bed tax
revenue.
