CURRENT STATUS REPORT FOR CUDJOE REGIONAL WASTEWATER PROGRAM
1. Inner Islands' Collection
System
2. Advanced Wastewater
Treatment Facility
(As of April 10, 2015)
Substantial Completion achieved for Cudjoe Key, accept for
redesigned Puerto Bello neighborhood. Giannetti continues
installing sewer lines on Summerland Key. Transmission work
on US1 continues. Asphalt restoration being applied on Cudjoe
and Upper Sugarloaf Keys.
Action: Certify Cudjoe Key work for operation. Continue
transmission system, pump stations and pavement
restoration on all three inner islands.
Wharton -Smith conducting startup testing for preparation to
receive flow. Deep well system to begin engineering phase
upon Board approval this month.
Action: Complete clean water startup testing for system
approval and preparation to certify to FDEP for operation.
3. Outer Islands' Collection Layne complete with collection system piping on Lower
System Sugarloaf, Ramrod and Little Torch. Collection system work on
Big Pine Keys continues in full stride since final FDEP permit
issuance.
Action: Continue transmission work along US1, collection
system completions on Big Pine Key. Asphalt overlay on
Lower Sugarloaf, Ramrod and Little Torch.
4. Public Information FKAA has sent reminder letters for easement requests.
Installation costs to customers will be initiated if easements
not received by deadline dates.
Action: Continue with public outreach, website updates and
field meetings. Increase easement inventory to allow
contractors to increase grinder pump station installs.
5. On -Site Systems FDOH permitting underway for systems to be built on Big
Torch and Big Pine Keys. System built on Big Torch nearly
ready for operation.
Action: Improve permitting efforts to obtain smaller
footprint systems. Minimize number of onsite systems.

SUBJECT: Status of Wastewater Projects in Unincorporated County
This updates the status of various wastewater projects being constructed or operated by FKAA
and funded by Monroe County.
Duck Key / Conch Key
This project encompasses 1,467 EDUs on the two named islands and Hawks Cay.
Construction on all areas is complete. Connections were 94% (1,379) complete as of March
2015.
Layton / Long Key
The Layton system has been operating for several years and serves the City of Layton's 351
EDUs (100% connected as of March 2015). The BOCC recently approved expansion of the
service area to include approximately 100 additional EDUs on east and west Long Key. FKAA
is completing design and will be constructing the expansion in late 2015.
Cudioe Regional
Lower & Upper Sugarloaf, Cudioe, Summerland, Ramrod, and Little Torch
The project encompasses 9,059 EDUs on all islands between Lower Sugarloaf and Big Pine
Key. The wastewater treatment plant is undergoing final testing in preparation for startup.
Collection systems on Lower & Upper Sugarloaf Keys, Cudjoe Key, Summerland Key, Ramrod,
and Little Torch Key are virtually complete. The transmission system in the inner islands is
almost complete and is capable of receiving flow from the limited initial areas of Cudjoe and
Upper Sugarloaf Keys as soon as the plant is ready for flow. Construction of the collection
system is some areas of Big Pine is complete and continues in other areas.
Big Torch and No Name Key
Originally these areas were not included in the central system because of the high per EDU cost
of the collection system. They were included in the "on -site" program. FKAA has been
researching potential uses of a low pressure option in these areas. FKAA has informally
advised that it believes that cost of these expansions may be accomplished for $22k-$35k/EDU.
If so, FKAA will recommend including these properties in the central system. FKAA evaluation
is ongoing.
Stock Island
This system is owned and operated by Key West Resort utilities. Overall the system serves
3,219 EDUs (of which 97% or 3,119 are connected). The County contracted for the
construction of an extension of their collection system and capacity for treatment of 1,500 EDUs
included in the above EDU count. The construction did not include connection points for some
of the properties within the "County funded" portion of the collection system. The BOCC
approved use of contingency funding for the remaining collection points. For a variety of
reasons this was never completed and some properties do not have adequate connection
points. The "fixes" have now been identified in consultation between the utility and County
staffs. The cost of these fixes is within the approved "contingency" funds approved by the
earlier BOCC agenda item.
Expanded development on Stock Island has required additional capacity in the system. KWRU
is in the process of permitting the additional capacity.
Key Haven
FKAA owns this system. They plan collection system improvements and possible redirection of
the wastewater to another system. Funding will be primarily from the year 2 Mayfield grant.
The system is composed of approximately 500 EDUs.
Baypoint
The Baypoint system is operated by FKAA and treats wastewater from 438 EDUs of which 96%
421 EDUs) were connected as of March 2015
Big Coppitt
The Big Coppitt system is complete and operating. It encompasses 1,730 EDUs of which 83%
(1,444 EDUs) were connected as of March 2015. FKAA has been selected and is negotiating an
agreement to take over wastewater treatment services for the NASKW at Boca Chica field. The
tentative plan is to use spare capacity in the Big Coppitt facility for the Navy with appropriate
compensation to the County for the capacity.
