AGENDA ITEM WORDING: Approval of emergency equipment rental to maintain indoor
environmental air quality at MCSO administration building. Total rental price of air scrubbing and
dehumidifier units is $99,290.00 for 5 months.
ITEM BACKGROUND: MCSO Administrative Headquarters Building sustained water intrusion
damage from Hurricane Irma. This leased equipment was /is needed to dehumidify and clean the air
within the building until remediation and repair work could begin. The original rental of the
equipment was for $19,858.00 for the month of November. The additional rental amount represents
the costs for an additional four (4) months with a total of five (5) months of use of the equipment in
the MCSO administration building while temporary trailers were set up and repairs could begin. The
initial rental contract was under $20,000. This is BOCC ratification of a contract modification of an
emergency acquisition because the final amount exceeds $50,000.

I reviewed the attached Global Disaster Recovery, Inc. proposal for installation and monitoring of drying, air filtration
devices and dehumidification systems at the MCSO Admin. Bldg. which is occupied by +/- 60 employees. We discussed
with Bill Slater and Laura, the background of events that include the hurricane water intrusion event, the environmental
impact on the structure and air in the structure, the health hazard impact it has caused some employees, and the steps
of testing taken that were necessary to determine the air quality conditions that resulted to require the work outlined in
the GDR proposal. Bill and Laura were provided a copy of the GDR proposal for review during the call.
This event falls within the County policy and code as an unexpected and unforeseen emergency circumstance and as a
circumstance where there is a danger for health, safety, and welfare of employees and (possible additional loss of
property) that requires immediate action (and if the condition is not immediately remedied, where there is a danger of
loss of valuable public property, and interruption of services, that requires immediate government action.)
The purchase amount lump sum basis is within the department director's purchasing authority.
As we discussed, this condition and purchase fits into an exigent condition in public assistance reimbursement grant
requirements. Keep well documented history of events and processes that you have followed and that have taken and
will take place. As Laura said, if you have any questions to call your contacts in her offices for further documentation and
completing the federal procurement forms for submitting for PA reimbursement. You said that you will be keeping
Maria S. in the loop as it applies to the project, structure, employees and insurance.

Global Disaster Recovery, Inc. (GDR) appreciates the opportunity to assist you with this pricing
to provide for the recovery after Hurricane Irma's landing in Florida. Additional information is
presented as follows:
BACKGROUND
Hurricane Irma passed along the Florida Keys and created appreciable destruction to the property
located at 5501 College Road, Key West, FL and appreciable wind and tidal conditions reportedly
entered the property and heavily impacted the surrounding site, architectural finishes, vapor
barriers, insulations, Mechanical, Electrical and Plumbing Systems, corrosion of structural
fasteners and connection ties, impacts to vapor barriers and structural materials. GDR reviewed
the site on October 20, 2017 and is proceeding based on this understanding. There have been
no surveys, assessment documents, real estate maps or plans reviewed as of this time.
Owner will likely undertake a substantial project involving causation, water intrusion studies,
additional drying /dehumidification, demolition, reconstruction and contents manipulation. This will
likely involve appreciable cost for design and future plans preparation for bidding. In the interim,
the structure's condition mandates a corrective action to mitigate further damage. This proposal
addresses this interim step to address this issue.
The project is limited to installation and monitoring of drying and dehumidification systems. This
scope is designed to provide comparative pricing information for restoration, service, and remodel
of the subject property. The estimate pricing source includes, but is not limited to, the indicated
RS Means Residential Cost Data (2016 35 Annual Edition) price list, invoices, proposals,
estimates and expert recommendations provided to GDR. This estimate may reflect repairs to
areas with no visible damage in consideration with the elected method of repair and /or to address
