INTRODUCTION Monroe County comprises of several islands (keys) connected by US Highway 1 (US 1). Monroe County is home to several popular tourist destinations. Traffic characteristics in Monroe County are quite unique and traffic volumes vary significantly during different seasons. US 1 serves as the primary roadway providing access to different keys, from Key Largo to Key West. The Monroe County Board of County Commissioners requested that a comprehensive study be conducted to identify travel patterns, so that appropriate transportation solutions can be developed. B. OBJECTIVES The primary objective of this study is to identify origin- destination patterns of motorists using US 1 and to prepare a summary documenting the travel patterns in Monroe County. The objectives of this study include: • Identify available and relevant data sources • Perform a literature review and document various methods to perform region - wide origin- destination studies • Develop a methodology that is most appropriate for the purpose of this origin - destination study • Conduct an origin- destination study • Prepare an origin- destination study report C. SCOPE OF SERVICES Task 1 — Meeting with Stakeholders Purpose The purpose of this task is to meet with the key stakeholders to get their input and finalize the goals /objectives and scope of this study. A=COM Activities - Identify key stakeholders and coordinate a meeting to obtain input and finalize the scope of this study. It is anticipated that the following agencies will be invited to the stakeholder meeting. - Monroe County Planning and Environmental Resources Department - Monroe County Tourism Development Council - Monroe County Chambers of Commerce - Monroe County Sheriff's Department - FDOT District 6 Transportation Planning Office Deliverables • Meeting Minutes Task 2 - Methodology Development Purpose The purpose of this task is to perform a literature review of the existing practices and methods to perform origin- destination (O -D) studies, and develop a methodology that is appropriate for this O -D study. Activities The consultant, in consultation - with County staff, will determine the objectives of the O -D study as discussed under Task 1. For the purposes of scope development, it is assumed that the intent of the study is to better understand travel patterns and types of travelers, so that potential opportunities for improving the transportation system can be identified. Basic point to point O -D patterns for typical weekday and weekend conditions during peak and off -peak seasons of the year will be established. Several alternative methods of data collection will be evaluated, including, but not limited to the methods identified below. • Anonymous cellular and GPS data for O -D patterns (provided by StreetLight Data, Inc.) • Crowdsource GPS data such as INRIX or HERE from RITIS • Traveler surveys • Census data The appropriate method for this O -D study and the associated data collection techniques will be determined in conjunction with Monroe County staff. Deliverables • Draft O -D Methodology Memorandum • Final O -D Methodology Memorandum A=COM Task 3 — Data Collection Purpose The purpose of this task is to collect the necessary data to analyze travel patterns using the O -D Study Methodology recommended in Task 2. It is envisioned that the data will primarily be collected from the following two sources: i) The American Community Survey (ACS) performed by the Census Bureau provides vital information of socio- economic attributes and travel patterns. The Census Journey to Work data includes home and work locations that help policy makers and planners make decisions related to transportation infrastructure. The ability to link information about commuting to socio- demographic characteristics and geography allows planners to forecast local travel demand, gauge the amount of pressure placed on transportation infrastructure, and address unmet transportation needs more accurately. This data can potentially be used to estimate and validate the O -D patterns of work trips. ii) The following anonymous cellular and GPS data will be collected (from StreetLight Data, Inc.) and reviewed to analyze travel patterns and O -D matrices: Location -Based Services Data Location -Based Services data comes from smartphone apps that •track devices' location to provide specific services. These services include weather forecasts, shopping, restaurant reviews, and more. StreetLight Data., Inc. captures the location data from hundreds of different apps. Navigation -GPS Data Navigation -GPS data comes from devices that help people navigate, such as connected cars and trucks, turn -by -turn route guidance apps, and commercial fleet management systems. Contextual Data Contextual data are blended with location datasets to enhance metrics with additional layers of information. Census data, parcel data, and road network data with both navigation -GPS and Location -Based Services datasets are used to make their metrics more rich and meaningful. Task 4 — Analyze Data Purpose The purpose of this task is to analyze the data obtained from Task 3. A=COM Activities The data collected in Task 3 will be processed to identify O -D matrices. Potential locations for trip origins and destinations are listed below. These will be refined based on input from the stakeholders. • Key West (1 location) • Stock Island (1 location) • Lower Keys (3 locations) • Marathon (2 locations) • Islamorada (2 locations) • Key Largo (2 Locations) • Miami (1 location) O -D matrices may include the following information, depending on the O -D Methodology selected in Task 2 and the availability of necessary information from the datasets mentioned in Task 3. • Origin- Destination Matrix (relative volume, average travel time) • Relative volume and travel times are derived from the GPS Data. The limitation to GPS trips is that trips end if a vehicle does not move 5 meters in 5 minutes. So, for example, if a vehicle is traveling on US1, and makes a rest stop for greater than 5 minutes, that will be the end of that trip. When they start moving again from the rest stop, it will be the beginning of a new trip. • The trip start and end limitations mentioned above will apply to other travel pattern analysis items listed below. • Zone activity analysis (relative volume, average travel time, average length of trips) • Travel patterns by weekday or weekend • Trip purpose (home, work or other) Demographics • Seasonal analysis Deliverables • Draft Technical Memorandum with O -D results • Final Technical Memorandum with O -D results Task 5 — Prepare O -D Study Report Purpose The purpose of this task is to prepare a report summarizing the study results. Activities The consultant will prepare a report documenting the study findings /results. The A=COM draft report will be submitted to the County Project Manager for review /comments. The report will be finalized based on the comments. Two copies of the final report will be submitted to the County Project Manager. Deliverables • Draft Report • Final Report Task 6 — Progress Meetings / Presentations Purpose As part of this task, the consultant will attend three (3) meetings: • Project progress meeting with the County Project Manager • Present the study findings /results to the County Project Manager • Present the study results and findings to the Monroe County Board of County Commissioners Activities The consultant will prepare a PowerPoint presentation and present the study results to the County. Products • PowerPoint Presentation • Meeting Minutes Project Management Purpose .The purpose of this task to perform all project management related activities that are required as part of this study. Activities Project Management will include managing and coordinating client and third party interfaces, attendance at project meetings, documentation of meeting notes, and QA/QC reviews of project deliverables. Project Scheduling Project schedule will be developed and submitted to the County Project Manager for review and approval. The monthly progress reports will include updates to the original project schedule. Progress Reports Project progress reports will be prepared and submitted to the county on a monthly basis. The progress report will discuss work accomplished during the preceding month, work projected for the following month, and potential project issues and associated impacts to the project schedule or budget. Deliverables Monthly Progress Reports and Invoices Compensation of Services A lump sum amount of $107,551.52 is authorized under this Work Order. The Consultant may submit monthly invoices for partial payment for services provided. Schedule The Consultant shall prepare and submit the draft report by April 30, 2018.
