Detailed description of change order and justification: Due to the Key West ATCT Rehabilitation Project, the existing FAA tower is not operational and a temporary mobile air traffic control tower ( MATCT) has been setup to accommodate FAA operations. The new emergency alert system crash phone (initiating device) to be located in the ATCT cab will not be able to be used until work as part of the ATCT Rehabilitation Project is completed. This change order is to allow temporary use of the existing analog crash phone located in the MATCT with the new emergency alert system until the permanent ATCT is fully operational. The scope of the work shall include the following: 1. Temporary Category 3 twisted pair cable connection from the FAA punch block located on the 2nd level of the ATCT to the 4 level emergency alert system connection point. 2. New compatible analog telephone gateway at the 4'h level of the ATCT connected to the media converter to interface the existing MATCT analog crash phone handset with the new emergency alert system network. 3. Once the ATCT becomes fully operational, remove the temporary analog connection and connect the new digital crash phone in the ATCT cab. Contractor shall provide all materials, labor and programming for a fully functional system and adhere to the following instructions: 1. Contractor will not touch any FAA equipment. 2. An FAA technician will be needed to show the Contractor where to connect to the existing analog phone line on the 2 level of the ATCT. 3. No work will be required at the MATCT or on the wireless link since everything will remain in place as it currently exists today. 4. If for some reason the existing crash phone cannot be configured to work on the new emergency alert system, then the jumper cable on the 2 nd level of the ATCT will simply be disconnected and the existing MATCT phone connection restored. 5. Payment will be at 50% after completion of the work with the exception of re- connecting the new digital crash phone in the ATCT cab, which will occur as coordinated with the ATCT Rehabilitation Project construction. Once the digital crash phone has been permanently installed, tested and accepted, the balance will be eligible for payment.
