ITEM BACKGROUND: The Ragnar Relay is a relay race that that has teams running throughout the length of the Keys. Team members are shuttled to various spots via support vans. Past races have resulted in traffic jams and citizen complaints. Under state law, the event organizers must seek a permit from the Sheriff and the County in order to utilize the state right of way. Due to concerns over traffic congestion arising from Ragnar Relay events in prior years, the Sheriff indicated that he wanted input from the Board on whether it supported the event for 2016 before he would sign off on the permit. During his monthly report at the October 21, 2015 BOCC Meeting, the County Administrator sought direction from the Board on the event. The Board voted 4-1 to deny the Ragnar Race in 2016. Subsequent to that meeting, event organizers and participants requested an opportunity to address the Board regarding the positive impacts the event brings to the community. Now that a few weeks have gone by and the loose ends are being tied up, I just wanted to reach out and say thank you. The Ragnar Relay Florida Keys 2015 race was a huge success. Not only were we able to have a very fun, safe and successful race, but we were able to help out with some charitable events along the way. This is all due to people like yourself. We could not put this race on without the support of the communities that we run through. As a new item to the follow up of this race, in addition to asking for any feedback you may have, I would like to gather some information on needs of the community that Ragnar could possibly help with. Whether it be having a trash pick-up day on one of my course visits, or a fundraiser to help save a local theatre, (just an example.) I would like to get some local feedback. We are lucky to be able to put on these events and we want to help these communities. I cannot promise that we can do everything requested, but I would like to start a list of possibilities. We want to give back. As I start preparations for next year's race I will be addressing some post -race action items to work on from this year's race including; how we can continue to improve our trash and recycling management, traffic concerns and impact on the communities. There is always room for improvement. The plan right now is to keep a very similar route for next year's race, with some tweaks to exchange locations and route. None the less, thank you for allowing us into your community this year. I have been going through the action list from this year's event and will send a copy of responses, possible solutions and plans along next week. I apologize for the delay of this. I wanted to take a little time away from the event in order to have a clear head when responding. Many of the action items, I believe, are easily addressed. Some of which I was just simply not aware of for the event this year when it was handed off to me. None the less the event was a great success. The feedback from runners was overwhelmingly positive. I only had a few traffic complaints make it to me, (I am sure you all handled the brunt of these)and 1 negative newspaper review, and the normal odds and ends, but as far as special events go, that is a manageable push back. There is always room from improvement. I personally am a fan of finding solutions moving forward instead of dwelling on past issues. I would like to thank you all for your patience with me on my first year with this specific race. Anyway, the date. This is the first question that we have. Now as you are all well aware of, January was the preferred month for Ragnar in the past and we have moved to February to try and find our place amongst the Keys busy season. With that, if we were to stick with the same date next year Feb 5tn_6tn, we would fall on the Super bowl weekend, as I think we can all agree that would be most unfavorable. We would like to request the weekend before, January 30tn_ 315T. Can I ask for the general thoughts on allowed race weekends for the 2016 season. On Ragnar's side, this is our season opener and has become one of the most anticipated races, if not the most, of our series. Being newer to this specific conversation I would ask that with the implementation and correction of items needing fixing, where do we stand on a chance of going back into January? Any date in January, not just the proposed date above? This format is very different than our road series. It is a one venue event, eliminating many of the obstacles that our road series faces. I would be happy to answer any questions you may have or put you in direct contact with our Director of the Trail Series, Steven Aderholt. I am sorry that you have to be the bearer of bad news but I would like to ask some follow up questions as this came as a bit of a shock to me. I would have expected this information to come with the post -race action items, or when discussing the date for 2016, not two months later. We launched this race after we received the approved date and it sold out almost instantly. I have not received any negative reports/ information from the Key West Police Department or Monroe County so I would like to get some more clarification on what has occurred. Can you help shed some light on what the situation is? Is this a Key West concern? Is this a date issue? What kind of push back was received from our event? Were the traffic concerns centralized to an area? I would appreciate whatever information you can provide me to shed light on this current problem. From the post -race items sent to me from Capt. I unfortunately write with bad news ..... after the last race, Key West city commissioners and law enforcement received numerous complaints from citizens. Our Sheriff received numerous complaints from motorist and citizens. Monroe county Commissioners received numerous complaints.... It appears that RAGNAR is causing too much problems for the citizens that have to live and work here with the congestion and traffic issues ... I think you see that we have done as good as we can with what we have in the lower keys but it is not enough. Sheriff Ramsay will NOT be signing the permit for next year's event. Sorry to be the bearer of bad news but wanted to get it to you ASAP so as you will have ample time to cancel anything outstanding for next year. This seems to have been misinterpreted and some misinformation was sent through the commission. Ragnar was not on the meeting agenda, nor mentioned in the notes of the meeting. It was an unofficial vote. We are currently working on the being added to the November 17tn meeting. In the meantime we are meeting with some of the individual commissioners to sort out the situation. I would like to meet with you all at least one more time before the November 17tn meeting to put together the plan. I have been going through the action list from this year's event and will send a copy of responses, possible solutions and plans along next week. I apologize for the delay of this. I wanted to take a little time away from the event in order to have a clear head when responding. Many of the action items, I believe, are easily addressed. Some of which I was just simply not aware of for the event this year when it was handed off to me. None the less the event was a great success. The feedback from runners was overwhelmingly positive. I only had a few traffic complaints make it to me, (I am sure you all handled the brunt of these)and 1 negative newspaper review, and the normal odds and ends, but as far as special events go, that is a manageable push back. There is always room from improvement. I personally am a fan of finding solutions moving forward instead of dwelling on past issues. I would like to thank you all for your patience with me on my first year with this specific race. Anyway, the date. This is the first question that we have. Now as you are all well aware of, January was the preferred month for Ragnar in the past and we have moved to February to try and find our place amongst the Keys busy season. With that, if we were to stick with the same date next year Feb 5tn-6tn, we would fall on the Super bowl weekend, as I think we can all agree that would be most unfavorable. We would like to request the weekend before, January 30th- 315t. Can I ask for the general thoughts on allowed race weekends for the 2016 season. On Ragnar's side, this is our season opener and has become one of the most anticipated races, if not the most, of our series. Being newer to this specific conversation I would ask that with the implementation and correction of items needing fixing, where do we stand on a chance of going back into January? We could not identify what van it was. Vans will have stickers on the front and back windows. In 2015 our supplier sent half the stickers thinking it was an error as this is the only race that we have this double order. 2. Several vans stopped during the course to cheer on runners. A team advised that they were allowed to stop as long as they were on the same side as the current runner. (caused unnecessary traffic delays) This is part of the van support designations. This is something that can be re- evaluated between Ragnar and the Sherriff's department. If they are "shadowing runners" it is a violation and should be reported to Ragnar's Race Command. 661-Ragnar 1 3. Vans not aware of the exchange points and had to double back. Better signage on where the vans need to turn off the highway for parking at the exchange points. Volunteer needed to help identify were the turn is. Adding additional signage. App developed this year has GPS into the parking lot entrance. This also provides driving directions, and does live tracking to show if they are on track or not. We also have "1/2 mile" and " 1/4 mile" to exchange signs. Volunteers on corner/ entrance of exchanges with flag or light baton (if at night). 4. Better signage for the runner for course location when not on the side of the road. (ie. Heritage trail that is not on the side of the highway. (Cudjoe Key) Additional signs added. I can add additional to any area that the Monroe County Sherriff s department feels are necessary. Our Ragnar app also has live tracking. They will be able to look at their position in relation to the route and get back on track. 5. Cones on the highway when the runners are running with traffic. (some locations had cones some didn't) This was reviewed with the Sherriffs office prior to the race. Ragnar safety protocols state when coning is needed based on road speed and shoulder width. 6. Port -A -Potty's to be placed in the proper location. (Had issues at Exchange 28 (Ramrod) and Exchange 31 (Bay Point) Ramrod to get permission from owner to place Ramrod: Discussed this with Rudy Krause. Walking through the layout and property with him during course visit the first week of November. Bay Point, happy to review this layout and adjust port -a -potty locations. 7. The horseshoe proved to be a good location for an exchange. Continue to use the virtual handoff, but remind the organizers to remind the racers of virtual handoff exchanges. Take the orange flags away from the support vehicles Keeping this exchange. Following up on the orange flags. 8. , Exchange #32, at 13 mile marker, large percentage of vans missed and drove past the entry point for parking, continued south and attempted to drop off/pick up runners on US 1, even on the bridge, and created hazardous situations. The existence of a bridge next to Exchange 932 aggravated the situation, vans passed the entry.Not knowing if they could make a U-turn once on the bridge, so they stopped right next to the north end of the bridge, and attempted to cross US 1. Many vans appeared to be confused. Please provide the participants more clear map s/instructions. (Some of them did not read their instructions.) If the event planner could relocated Exchange #32 further away from the bridge (preferably southward to where their porta-potties location), it will be much safer. Removed this location all together. This will lengthen the distance between the exchanges in this area from 1.8 miles to 4.5 miles, lessening the frequency of stops. This also serves to remove the left hand turns in and out of the exchange. Double runner from Ex 31-33 . 9. A couple of other issues came up such as team #458 their van had written on the side. "suck my pills", "got drugs" and "pharmacy". I am not sure what the reference was for, but it didn't seem appropriate. Strict editing is in place. Team names and decorations questioned prior to the race to help reduce the amount of these concerns further. Ragnar is also launching a courtesy campaign for all races to have racers clean up their act. We have a list of words, phrases and decorations that are not allowed on course and removed from vehicles when or if seen. Team names can be shared with the Sherriff s office before the race for approval. 10. Later in the day, there was a call for service because of runners gathered close to the highway at the Shell gas station obstructing traffic (Exchange 35 — we didn't have a deputy posted). It should be taped off and the volunteers control the runners or have a deputy posted to control. Can add more coning and taping here or add officer. Either can be put in place. Below are concerns we have from the Middle Keys district (72-47 Mile marker) 1. Newer model vans were running without tail lights during evening hours- a safety concern as well as traffic violation which could results in an accident or citation Ticket them. Vans and runners are instructed to follow all laws and should be cited if they break traffic laws. 2. Need volunteer at water station at mm71 (north side of channel 5 bridge) We had removed some water station volunteers for safety concerns of having people standing on the side of US-1. Volunteers can be added if needed. 3. Need porta pot at same station- Many runners asked- at least one We don't put port-a-pottys with water stations historically to limit crowds on the side of roads to exchange locations only. If mandated by permit we can add one (or a couple) as long as Sherriff office approves of the location. 4. I saw 5 vans with inappropriate messages on vans ie "show me your boobs" etc This was discussed in past years with prior directors, and the teams are subject to disqualification- we understand they are having fun- but having respect for all ages in our community should be foremost. This concern is an echo from above #9. We have continued to catch more and more of these every year. When officers notice this, they should text this to race command in order to contact the teams. Staff will go and have teams remove the decorations or phrases and DQ them if needed. (Race command number is 661- Ragnarl. Text only line). 5. Communication and race bible accountability needs to be improved with teams as to where they can stop to check on runners. Many slowed to 25 mph to check on runners holding traffic behind them, some stopped on bridges, all safety concerns and traffic congested that could be avoided. Editing team captain video to emphasize "no shadowing". This is a violation that should be recorded/ reported when seen. We can add a step during check in having teams sign a sheet specifically stating that they will not shadow their runners. 6. Numerous vans missed the turn off at the 58 mile marker and had to double back this is due to minimal signage. Repeat concern from above (#4) addressed above. 2016 has the addition of live tracking, gps directions to each exchange in our app. Keeping the " 1/2 mile to exchange", and "1/4 mile to exchange" signs and flagging volunteers. 7. Many vans missed the turn off at 89t' st (firehouse) thus causing them to double back or park across the street on the north bound side. This in turn caused more safety concerns as members pulled out their orange flags to stop traffic so they could cross. The orange flags are not to be used in Monroe County, this has also been discussed with prior directors. Motorists are not required to acknowledge such flags and an accident could occur. The only crossings are done at locations where Sheriffs officers are present for the safety and control of all. There needs to be or better signage for such turn offs. Also at this location my suggestion would be to have that airport gate as an entry point and utilize the end of the airstrip gate as an exit point. This can be coordinated with the airport manager in the future. Following up with the airport manager. We executed on the plan he suggested last year after walking through the area and plan together. Will follow up on the end of airstrip gate. They have not unlocked this for us in the past. 8. Due to some vans illegally parked or blocking another- we strongly encourage one person stay with the van at all times. In case it needs to be moved and in these cases timely is important This is a GREAT idea! We can definitely add this to the team captains video and safety rules. 9. Cone placement on the 7 mile bridge cannot happen next year at 5 pm. They must place them at midnight so not to hinder the traffic flow. This caused a major backup during a very busy time of day. They proceeded across the bridge at a slow pace. No problem, we will adjust this timing. The upper keys did not report any issues Please make sure the operation plan is sent to us 2 months prior to the race. If not our Sheriff has stated he will not approve the application if we haven't reviewed and made all the needed adjustments, and confirm the suggested improvements are in place. I will say the majority of the runners were very thankful for our presence and assistance during the race. As in past years the runners are not the safety or traffic concerns, it comes down to the drivers of the vans. They need to be mindful of the rules of the road, respect for community members, understanding there is only one roadway for all to use and make it to our destination in a timely manner. We have community members, taxpayers, winter residents and visitors alike that we have to take into consideration. Many have requested this race no longer be allowed. We want to work with everyone and make this a success, but most of all as safe and efficient as possible without hindering travel of any motorists. The above concerns are easy fixes, some are reminders from past years events. We have faith you and your team will work on this in preparation for next years run. This has caused a delay in my action plan and updated simulation times to say the least. We spent the last few days digging into this as it came as a reaction from a letter Mike Rice sent to Roman with Sherriff Ramsay saying we were moving forward with permitting and some more details. This seems to have been misinterpreted and some misinformation was sent through the commission. Ragnar was not on the meeting agenda, nor mentioned in the notes of the meeting. It was an unofficial vote. We are currently working on the being added to the November 171n meeting. In the meantime we are meeting with some of the individual commissioners to sort out the situation. I would like to meet with you all at least one more time before the November 17`n meeting to put together the plan. Really this is something I am formulating that shows the changes, police locations, shift times, runner projections etc.. and I would like to discuss it with you all before. All our numbers right now are preliminary, and I would like to give you realistic numbers and changes that we can put into effect. I am currently running simulations to adjust our start times and traffic counts. Our model in the past has created about a 6-8 hour window of vans and runners and I am running numbers based on an 8-12 hour window to help alleviate traffic by 35-50% throughout the course. This has an effect throughout the first 80 miles of our course within the Miami Dade area as well, so I would like to be sure of the numbers before presenting them. Especially for the times that we are utilizing schools. The solutions we are looking into cause large changes on our operation side from both staffing and cost perspectives, but if we can lessen the impact we have on locals significantly by doing this we are willing to figure it out. We have a meeting internally at the end of the week to discuss these details further. Here is a list to give you an idea of what we are working on. ( Based on the fact that we have already launched and sold out this race, what we can do from here.) • Simulation to spread out runners over a longer period of time (6-8 hours to 8- 12 hours) reducing the 35-50% • Simulations adjusting when runners are entering the Keys and in particular the lower Keys. (from our exchange 27- the finish) • Adjusting our exchange point that we have identified as the most impactful in this area of the race. (ex. 32) • Updating our app to have directions directly to the parking turn offs/ enter points, instead of just the exchanges. (we think this could have a huge impact by reducing the amount of teams that miss turn offs) • Having teams finish earlier in the day to bring the peak in before mid day traffic • (addressing another issue) auditing team names monthly to clean up the language and innuendos • Plans for 2017 (moving the race) How to get ahead of this and reduce impact even more. On Wednesday, the commission voted to not allow the Ragnar Relay to be held in the Keys next year and not to issue the organizers a permit. The commissioners cited severe traffic disruption for the reason to no longer have the Ragnar Relay on U.S. 1 in the Keys. The biggest problem seems to be support vans trailing the runners on 125-plus mile relay. The vans often stop and cheer or give drinks to runners and back-up traffic. For the past several years, residents and motorists have complained about the annual event and Monroe County Sheriff s Office have worked with the organizers about changing dates and disqualifying participants whose vans stop or back-up traffic. The organizers agreed to move the race from the much busier month of January to the less busy February. "All of these bicycle races and people races have no business on U.S. 1," Commissioner Sylvia Murphy said. Commissioner George Neugent questioned the economic benefit of the Ragnar Relay. He argued they don't eat at restaurants or stay in hotels, but camp out at camp sites, he said. "All we get out of it is traffic jams and phone calls," Neugent said. Mayor Danny Kolhage joked that he could support continuing the relay if the organizers held it in the hot steamy month of August when most people clear out of the Keys. Commissioner Heather Carruthers was the only commissioner to support allowing the relay to continue. She argued the race does bring an economic benefit to the Keys. The organizers recently donated $5,000 to the county for fitness equipment at Higgs Beach Park. "I think it is a good event and a good event for the Keys," Carruthers said. "We have events all through the Keys that cause back-up." "There are drivers that are slower," Carruthers joked. The race is comprised of 500 teams with 12 runners for each team. Each team has two support vans where the team members ride when they aren't running. At any given time, each team has one runner on the roadway and two vans traveling between designated exchange points where runners are swapped. This event has traditionally been scheduled during the height of tourist season. As you are aware, we are already very busy during that time of year and have traffic congestion problems without these special events. To their credit the Ragnar folks have been responsive to making changes to help relieve the traffic congestion. While in the past these changes have helped, significant traffic problems persist. The Sheriff does not believe we can have this race, during the height of season, and not expect to see significant delays in the flow of traffic. As a result, the Sheriff cannot support this event unless the Commission understands the pros and cons of allowing this race to occur and still wants to move forward with permitting the event. If the will of the Commission is to permit the race, the Sheriff is committed to putting the resources on the ground to minimize the delays that will occur.
