Per Florida Statute IIZ3143, I hereby disclose by written memorandum that I will
abstain from the vote on certain issues that are brought before the Monroe County Board of
Commissioners with entities that I am involved with.
I will abstain from the vote on issues concerning the following entities: Guidance Care
Center, Inc., a private, not -for -profit entity, which receives some of its operational funding from
the County, as I currently sit on the Board of Directors of the Care Center. I am also a member of
the Board of the Historic Florida Keys Foundation, Inc.

AGENDA ITEM WORDING: Ratification of the Edward Byrne Memorial Justice Assistance Grant
(JAG) funding distribution letter to the Florida Department of Law Enforcement (FDLE) for fiscal year
2015-2016 (Oct. 1, 2015 through Sept. 30, 2016) and Approval of a Resolution ratifying submission of
the FDLE JAG applications for funding due to submission deadlines and further authorizing the Mayor
to execute acceptance of award and related documents.
ITEM BACKGROUND: Federal funds are provided through FDLE. The Florida Administrative
Code (FAC) requires that units of government in each county reach consensus concerning the
expenditure of these funds, including the projects to be implemented as well as the agencies
responsible for implementation. No match is required. As per the funding distribution letter the
County agrees to the distribution of $77,803 in program funds in the County. Due to application
submission deadlines, the FDLE JAG applications for funding were submitted and the Resolution
presented provides for ratification of the application submissions and further authorizes the Mayor to
execute acceptance of the award and related documents to allow for other submission deadlines to be
met. The Substance Abuse Policy Advisory Board (SAPAB) met on September 1, st, 2015 to discuss the
distribution of FDLE Byrne Memorial JAG funds and Clerk's Drug Abuse Trust Fund based upon the
applications received, The following recommendations were made by the SAPAB for the FDLE,
Byrne Memorial JAG funding: Guidance/Care Center, Women's Jail Incarceration Drug Abuse
Treatment Program - $37,311, and Guidance/Care Center d/b/a The Heron Assisted Living, Assisted
Living Prevents Recidivism in Dual ly-Diagnosed Adults — $40,472.
PREVIOUS RELEVANT BOCC ACTION: The County has participated in the Byrne Grant
Program since approximately 1990.
CONTRACT/AGREEMIENT CHANGES: This year the funding allocation for Monroe County is
$77,803; no local match required.

The Florida Department of Law Enforcement (FDLE), Office of Criminal Justice Grants (OCJG) received a
Certificate of Participation from Monroe County. The form indicates you have been selected as the
county coordinator for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program.
Allocations for the JAG funds must be used for one of the seven federal purpose areas. Subrecipients are
strongly encouraged to support the Department of Justice (DOJ) Bureau of Justice Assistance's (BJA)
JAG priority areas and choose to fund programs to reduce gun violence and recidivism, for pretrial reform
and justice system realignment, indigent defense, and improving mental health, Subreciplents are also
encouraged to use grant funds for evidence based programs.
Applicants should carefully read and follow the instructions when completing the application. Also, fetters
from at [east 51 percent of the local units of government representing at least 51 percent of the county
populations must be submitted with the hard copies of the application for funding.
Please refer to http://www.fdle.state.fl.us/contentIGrants/JAGC2016 for instructions regarding the
application process and a sample 51 percent letter. Applications that do not comply with the instructions
or do not include all required information will be returned for inclusion of the missing information or will
have; a special condition withholding funds placed on the grant at the time of award. Please distribute
the above information to your applicants as soon as possible. As soon as you have determined
what projects will be funded in your county, please provide us with a list of the proposed projects
including the agency, project title, and dollar amount. Please e-mail the list to
crimi nail ustice @fd le. state. fl.us.
Recipients must apply online using FDLE's grant management system, 5ubgrant Information
Management ON -Line (SIMON). SIMON can be accessed at http://siman.fdle.state fl.us. Application
completion will require an announcement code which is a security feature allowing access to the
application. The announcement code is JAGC1616 and will be active beginning August 20, 2015.
Application completion will not be possible without this announcement code.
To assist you in completing this application a user manual and a video guide are available online. in
addition, all applicants are invited to participate in an online training on the application process that will be
conducted August 20, 2015, at 2:30 p.m_ Eastern Time. Additional information about the training will be
provided by email.

The deadline for the online submission of all JAG applications is September 4, 2015, at 6:00 p.m. at
which time the announcement code will be deactivated. In addition to the electronic submission,
