Item J2BOARD OF COUNTY COMMISSIONERS AGENDA ITEM SUMMARY Meeting Date: October 21, 2015 Department: Planning & Environmental Resources Bulk Item: Yes X No Staff Contact /Phone #: Mitzi Crystal/ 289-2523 AGENDA ITEM WORDING: Approval of Work Order #17 for $30,352.45 under the URS Transportation Planning Continuing Services contract for a complete revision of the Monroe County Traffic Report Guidelines Manual. ITEM BACKGROUND: The BOCC approved a Continuing Services Contract in February 2011 for URS Corporation Southern (URS) and extended the contract January 2015 for a total of one year, ending March 2016. This contract is used for all traffic impact studies, concurrency management, and other traffic/transportation engineering services, regardless of payment source. The Monroe County Traffic Report Guidelines Manual was developed in 1993 to provide guidance to applicants on the preparation of transportation studies related to private development within Monroe County. The manual has not been updated in 22 years. Several technical requirements within the manual have changed, as have requirements for FDOT and those required by Monroe County Code. Additionally, staff finds that more coordination with FDOT is necessary, as is the need for additional direction within the manual in order give applicants reasonable guidelines and expectations of the requirements for each type of traffic report. Staff proposes to adopt the manual when complete as part of the standards contained within the Land Development Code. The total cost is $30,352.45. The project is funded through a Joint Participation Agreement (JPA — AQN53) Supplement 3 from the Florida Department of Transportation (FDOT) with 87.5% ($26,558.39) funded by FDOT and a 12.5 % ($3,794.06) match funded by the County. PREVIOUS RELEVANT BOCC ACTION: February 16, 2011— Approval of a 4-year continuing services contract, with options for renewal on an annual basis for two additional years, with URS Corporation Southern (URS) for Transportation Planning Services.
