The selected Organic Removal Contractor, JND Thomas, Inc., has initiated site activities at Canal #290 in the Avenues on Big Pine Key. JND Thomas has requested additional time under their construction contract to allow for the removal of muck within a five foot buffer zone of each canal side, which was at the request of the homeowners, and would also provide a more effective water quality improvement. JND also requested the ability to work on Saturdays, which is allowed under County code. The schedule for construction, which includes Saturday work, will be extended accordingly. Additional funds are required to fund the additional CEI onsite inspections by AMEC for the additional time needed. In addition, an extension of time is required to extend the AMEC contract from December 3 1, PREVIOUS RELEVANT BOCC ACTION: • 12-11-13: Approval to advertise an RFQ for the design and permitting of the canal demo projects. • 02-19-14: Approval to negotiate a contract for the design and permitting of the canal demo projects. • 05-21-14: Approval of contract with AMEC for design, permitting, field assessment and construction engineering support tasks. • 9-17-14: Approval of a Grant Agreement 5-0723 from the Florida Department of Environmental Protection (FDEP) for funding of services for engineering construction support services and the installation of a culvert on Canal #472 Geiger Key. The project will be funded up to $100,000 in funds provided by FDEP, the County will fund the remainder. • 9-17-14: Approval of Amendment No I to provide additional services related to engineering support during construction for the 3rd ranked culvert demonstration project at Canal #472 Geiger Key as funded under DEP grant S-0723. • 2-18-15: Approval of Amendment No. 2 to change the company name from AMEC Environment & Infrastructure, Inc. to Amec Foster Wheeler Environment & Infrastructure, Inc. and add a subcontractor. • 5-20-15: Approval of Amendment No. 3 to extend the contract expiration date from June 30, 2015 to December 31, 2015 at no additional cost to the County • 7-15-15: Approval of Amendment No. 4 to provide additional funds for Construction Administration and Construction Engineering Inspection Services for the Organic Removal project at Canal #266 in Big Pine, and add overall project management services from July 16, 2015 through December 31, 2015. Construction Support Services And Engineering During Construction At Canal #290 Organic Removal Construction 1. Scope of Work: The AMEC Foster Wheeler's scope of work associated with the original contract for Engineering, Design and Permitting Services for Canal Demonstration Projects dated May 21, 2014 included work at Canal #290 Big Pine Key the Avenues Organic Removal related to Construction Support Services and Engineering during Construction which was identified as Task 7. The scope included daily site inspections and construction administration for the organic removal project. The Organic Removal project construction contractor JND Thomas has requested additional time under their construction contract to allow for the removal of muck within a five foot buffer zone of each canal side, which was at the request of the homeowners, and would also provide a more effective water quality improvement. The contractor also requested to extend the work week to include Saturdays. JND Thomas provided an updated schedule which extended their construction completion date to February 5, 2016. Additional funds are required to fund the additional CEI onsite inspections by AMEC for the additional time needed by the contractor to complete the project. An extension of time is also required to extend the AMEC contract from December 31, 2015 through February 29, 2016; a) Site Inspections; AMEC will oversight the contractor for up to 4 hours a day for Monday through Saturday field construction activities through February 5, 2016 and prepare daily work reports showing contractors activities, equipment, maintenance of traffic and environmental compliance. b) Construction Administration - AMEC will provide consultation and advice to County regarding the Contractor's performance of the Contract. AMEC will liaise with the County, homeowners, and other stakeholders as necessary to administer the construction contract through the estimated Feb 5, 2016 project completion date. 2. Deliverables: • Daily work reports • Progress pay estimates with back up documentation • Final Pay Estimate with back up documentation • Final "As -Built Plans" • Material certifications • Environmental Inspection Reports • Progress and Final Photographs (Electronic Files). 3.
