Item C29BOARD OF COUNTY COMMISSIONERS AGENDA ITEM SUMMARY Meeting Date: September 16, 2015 Department: Engineering Services Department Bulk Item: Yes X No Staff Contact /Phone #: Judy Clarke 4329 AGENDA ITEM WORDING: Approval of Resolution authorizing administrative staff to apply for a Florida Highway Beautification Council (FHBC) grant from the Florida Department of Transportation (FDOT), and if awarded, to accept the grant, and enter into a Highway Beautification Grant Agreement between the County and the FDOT; and if awarded, to commit funds for a total project budget of $65,052 (eligible grant funds in the amount of $50,052 and applicant matching funds in the amount of $15,000) for the construction and construction engineering and inspection (CEI) services for the buffer landscaping project along the US1 Bayside Shared Use Path in Key Largo. ITEM BACKGROUND: Monroe County contracted with Metric Engineering, Inc. to provide Engineering Design and Permitting Services for the US1 Bayside Shared Use Path Project. As directed by the BOCC at the February 2014 meeting, Amendment 5 to the Metric Engineering, Inc. contract added landscaping design and permitting services to provide a native landscape buffer along the shared use path. The FHBC grant cycle for 2016 requires the grant application submittal to include a BOCC Resolution prior to the October 1, 2015 submittal deadline. PREVIOUS RELEVANT BOCC ACTION: August 2010 the BOCC approved using $1,800,000 of District Three Transportation Impact Fees to design and construct a shared use path adjacent to US1 (Bayside) in Key Largo. October 2011 the BOCC approved a contract with Metric Engineering for Engineering Design and Permitting Services for the US1 Bayside project in the amount of $284,943. February 2014 the BOCC approved by resolution a County Incentive Grant Program (CIGP) Agreement with the Florida Department of Transportation (FDOT) to provide funding for the construction of the path and gave staff direction to work with FDOT to add landscaping to the project. April 2014 the BOCC approved aMaintenance Memorandum of Agreement with FDOT for the County to provide maintenance for the Bayside Shared Use Path upon completion of construction. October 2014 the BOCC approved Amendment 5 to the contract with Metric Engineering, Inc. for Engineering Design and Permitting Services to add buffer landscaping to the US1 Bayside Shared Use Path Project.
