ITEM BACKGROUND:
Ms. Gina Carmona is in the DROP program and is scheduled to retire in
March of 2016. Ms. Carmona is a long-term County employee that fills the Coordinator position at the
Monroe County Detention Center on Stock Island. This position oversees the Facilities Maintenance
Computerized Work Order System along with providing specific reports and proofs to the Sheriff’s
Department in support of their ongoing accreditation efforts. Numerous intricacies of this position will
necessitatean extended orientation. The County will be losing a depth of institutional knowledge with
Ms. Carmona’s departure and it would be in the County’s best interest to extend the training and
transitional period for this position.
PREVIOUS RELEVANT BOCC ACTION:
On March 18, 2015 the MCBOCC approved the current
Personnel and Policy Procedures Manual.

RE: MS. CARMONA’S RETIREMENT
This is a request for approval of Monroe County Board of County
Commissioners to waive Paragraph 2.02.B of Personnel Policy and
Procedures Manual for two individuals to fill a budgeted position
simultaneously from thirty (30) calendar days to ninety(90) calendar
days.
Ms. Gina Carmona is in the DROP program and is scheduled to retire in
March of 2016. Ms. Carmona is a long-term County employee that fills
the Coordinator position at the Monroe County Detention Center on
Stock Island. This position oversees the Facilities Maintenance
Computerized Work Order System along with providing specific reports
and proofs to the Sheriff’s Department in support of their ongoing
accreditation efforts. Numerous intricacies of this position will
necessitate an extended orientation such as detailed quarterly invoicing
of the Department of Juvenile Justice and facilities orientation with over
100 pieces of mechanical equipment, 450 plumbing fixtures and 2000
lighting fixtures in the Jail alone.
The County will be losing a depth of institutional knowledge with Ms.
Carmona’s departure and it would be in the County’s best interest to
extend the training and transitional period for this position.
