ITEM BACKGROUND: Monroe County Code Section 6-108(e) allows BOCC approval for waivers of building permit fees for affordable housing which have a Development Order in effect. Future Investments of KW, LLC is requesting a building permit fee waiver to build four affordable housing units on Stock Island. Fees are estimated at $23,422.00. This amount is only for the housing units. A minor conditional use permit (Development Order No. 06-15) was granted by the Senior Director of Planning & Environmental Resources on July 28, 2015 allowing the development of a light industrial use, office use and residential use (four deed -restricted affordable housing units.) PREVIOUS RELEVANT BOCC ACTION: February 10, 2010 BOCC approved Ordinance 004-2010 allowing waivers for housing for households up to 120% of median income in Monroe County. Housing exceeding 120% may also apply for a waiver if the specific project for development is being subsidized with or is leveraging state or federal funding. November 18, 2009 — BOCC approved Ordinance 036-2009 allowing building permit fee waiver for entities building low income housing leveraging state or federal funds, or affordable housing as defined by state statutes. Please accept this as a formal request for fee waivers from the building permit and building permit application fees for the affordable housing construction portion of this project. This request is being made in accordance with Section 6-108 of the MCC. The below building permit and building permit application fees were estimated using the Monroe County Building Departments Permit Fee Estimate Calculator. The project manager has estimated that construction of the affordable housing portion of the project equates to approximately 60% of the total project cost; commiserate to $23,422.00 in building permit and building permit application fees, or $5,855.00 per affordable unit. Given our property owner's and the County's shared commitment to increasing the community's affordable housing stock we formally and respectfully request sixty percent (60%) of the building permit and building permit application fees be waived by the BOCC for the affordable housing portion of this project.
